Job summary

Parsons in Saudi Arabia seeks an experienced Project Director FM Service Delivery to lead facilities management on a major destination program. You will govern multiple FM service packages and serve as the single client partner across the Facilities Management Agent contract.

You’ll build and lead the delivery organization, embed Saudisation, chair monthly steering committees, and report program performance to client leadership, ensuring effective governance and timely, on-budget delivery.

Qualifications

• 15+ years FM experience with 5+ years in senior governance or FM Director role.
• Proven multi-vendor FM management across hard, soft, and specialist services.
• CAFM governance experience at Operations level; IBM Maximo familiarity.
• GCC market experience or knowledge of the region.

Responsibilities

• Lead all business, technical, fiscal, and administrative functions of the Vendor Management program.
• Serve as the single client-facing authority for governance, delivery, and escalation.
• Oversee the full vendor lifecycle across FM service packages, including procurement and performance.
• Ensure program governance documents like the Program Execution Plan, Health and Safety Plan exist.
• Govern CAFM as the source of truth for asset, maintenance, and performance data.
• Define FM strategy, preventive maintenance regimes, and optimization across the program.
• Collaborate with project leaders to address cost overruns, delays, or scope changes.
• Chair monthly steering committees and report program performance to client leadership.
• Build and lead the delivery organization, develop talent, and enhance Saudisation.
• Monitor progress and report milestones and conditions affecting cost or schedule.

Parsons is looking for an amazingly talented Project Director FM Service Deliver to join our team! In this role you will lead FM services delivery on a major destination program, acting as the single accountable authority and primary client partner across our Facilities Management Agent contract. Responsible for governing multiple FM service packages, a large multi-disciplinary team, and the full program lifecycle from pre-operational advisory through phased activation to steady-state operational delivery.

What You'll Be Doing

• Leads, and controls all business, technical, fiscal, and administrative functions of the Vendor Management program.
• Acts as the single client-facing authority - accountable for all governance, delivery, performance, and escalation management.
• Leads the full vendor lifecycle across all FM service packages - procurement, onboarding, performance management, and contract administration.
• Responsible for the Program Execution Plan, Health and Safety Plan, Quality Plan, and all governance documentation.
• Governs CAFM as the single source of truth for all asset, maintenance, and performance data.
• Owns the FM strategy, PPM regimes, and maintenance optimisation approach across the program.
• Works with key project individuals to devise action plans to address cost overruns, delays, scope changes or improvement needs
• Chairs monthly steering committees and presents program performance to client leadership.
• Builds and leads the delivery organization - developing talent, embedding Saudisation, and building succession.
• Monitors and reports to management on program progress, milestones, and any conditions affecting cost or schedule.

What Required Skills You’ll Bring

• Qualifications in Facilities Management, Engineering, or related field.
• 15+ years FM experience with 5+ years in a senior client-side governance or FM Director role.
• Proven multi-vendor FM management experience across hard, soft, and specialist service domains.
• CAFM governance experience at Operations level - IBM Maximo preferred.
• GCC experience with working knowledge
• Strong commercial capability - contract administration and executive-level financial reporting.
• Advanced leadership, communication, and stakeholder management skills.
• Working knowledge of ISO 41001, ISO 55001, ISO 45001, and SFG20.

What Desired Skills You’ll Bring

• Chartered membership of IWFM, CIBSE, IET, or equivalent.
• ORAT experience on a major destination, airport, or entertainment program.
• PMP, PRINCE2, or equivalent qualification.
• Advanced degree in a relevant field
