Role Context

The Senior FM Services Specialist will act as an on-site technical and operational assurance resource for Integrated Facilities Management across high-density workforce accommodation and supporting community assets. Rather than directly delivering every service, the position will verify that contracted providers perform their obligations safely, consistently, and at the required standard. The role covers both hard and soft FM, creating a direct link between building-system reliability and the everyday quality of the residential environment. It will scrutinize maintenance performance, catering and hygiene, asset condition, contractor deployment, resident service requests, and new-facility handovers while providing City Operations and Asset Management leadership with reliable evidence of operational performance.

Key Responsibilities
  • Provide daily technical oversight of Integrated Facilities Management services across assigned workforce accommodation assets.
  • Monitor residential blocks, dining facilities, common spaces, community amenities, and supporting infrastructure.
  • Conduct structured field inspections to assess facility condition and operational performance.
  • Verify that facilities remain safe, functional, clean, accessible, and suitable for occupancy.
  • Identify engineering defects and operational deficiencies requiring contractor intervention.
  • Monitor outsourced FM providers against contractual scopes and approved operating procedures.
  • Measure service delivery against agreed SLAs and KPIs.
  • Review contractor response and rectification times.
  • Assess the quality and completeness of completed maintenance work.

The role is reserved for Saudi Nationals. Strong experience with workforce accommodation, workers villages, remote camps, high-density residential compounds, or comparable large operational facilities is required. Candidates should have practical experience overseeing Integrated Facilities Management providers rather than working solely within a single maintenance discipline. A balanced understanding of hard and soft FM is essential, covering HVAC, electrical systems, plumbing, water distribution, PPM, corrective maintenance, cleaning, catering, waste management, pest control, hygiene, and sanitation. The successful candidate should understand how SLAs and KPIs are used to measure outsourced FM contractor performance. Practical knowledge of PPM schedules, work orders, corrective maintenance, service requests, asset registers, and lifecycle maintenance is important. Experience inspecting facilities, recording defects, assigning corrective actions, and verifying closure is required. Candidates should understand facility commissioning, snagging, handover, and operational readiness requirements. Experience reviewing O&M manuals, warranties, asset data, and maintenance plans will strengthen suitability. Knowledge of worker welfare and accommodation quality requirements is important for this residential operating environment.
