Job summary

Decima International is seeking an experienced Procurement & Contracts Lead in Saudi Arabia to oversee the full lifecycle for EPC Contracts on data center and infrastructure programs. You will act as the Owner’s onsite representative, guiding strategy, tendering, awards, post-award administration, and risk management.

You will manage contract registers, lead change control, and coordinate with PMO and client teams, ensuring compliance and commercial position across project delivery.

Qualifications

• Bachelor’s degree in engineering, construction management, law or related field.
• 12–15 years procurement and contracts experience on major construction or infrastructure projects.
• Minimum 5 years leading a procurement, contracts, or commercial function.
• Experience managing full procurement lifecycle from strategy to close-out.
• Strong contractor prequalification and tender management experience.
• Extensive experience with technical and commercial bid evaluation.
• Knowledge of EPC contract administration under FIDIC or equivalent forms.
• Experience with EPC lump-sum contracts and risk allocation.

Responsibilities

• Support procurement and contracting strategy and implement across project packages.
• Lead tendering activities, bid evaluations, and award recommendations.
• Manage post-award contract administration, variations, claims and payments.
• Maintain contract registers and ensure timely contractual notices.
• Lead contract close-out, final accounts, and post-project reviews.
• Provide guidance on tender governance, change management, and risk mitigation.
• Develop dashboards and reports for executive updates and PMO.
• Lead and develop the procurement and contracts team.
