Job summary

Decima International is seeking an experienced Cost Manager to lead cost management and quantity surveying for a major data center project. You will oversee measurement, budgeting, forecasts, and cost reporting to project leadership, reporting directly to the PMC Lead / Site Director.

The successful candidate will manage the cost-control team, review submissions, and ensure budget compliance, while guiding change control and risk mitigation with senior stakeholders on site in Saudi Arabia.

Qualifications

• Bachelor’s degree in Quantity Surveying, Construction Management, Engineering, or related discipline.
• Professional certification or accreditation is preferred.
• 10+ years in cost management, quantity surveying, or commercial management.
• 8+ years on major construction or capital projects.
• 6+ years in senior cost-control roles.
• Strong budgeting, forecasting, variations, and change order experience.
• Leadership and team management capabilities; excellent communication.
• Proficiency in Excel and cost-management tools.

Responsibilities

• Lead cost control and quantity surveying activities across the project lifecycle.
• Develop and monitor budgets, cost plans, forecasts, and cash flow.
• Perform measurement and verification of construction works.
• Review contractor cost submissions, valuations, and change orders.
• Sign off cost reports and escalate as needed.
• Monitor expenditure vs budgets and identify cost overruns.
• Prepare monthly cost reports and executive summaries.
• Coordinate with controls, procurement, engineering, and construction teams.
• Support tender evaluations, commercial assessments, and contractor negotiations.
• Identify cost risks and opportunities with mitigation guidance.
