Job summary

NOVOTEL in Riyadh is seeking an experienced People and Culture Manager to shape and lead our people strategy, build strong organizational systems, and foster a positive, inclusive culture across our operations. You will partner with senior leadership to drive workforce excellence and navigate complex people challenges with transparency and integrity.

You will lead recruitment, onboarding, and retention, manage a dedicated P&C team, and ensure Saudi labor law compliance while driving analytics,

Qualifications

• Tertiary qualification in Human Resources, Organizational Development, or related field.
• 3–5 years in People and Culture or HR role.
• Experience in employee relations and performance management.
• Knowledge of Saudi labor laws and employment practices.
• Strong communication and stakeholder negotiation skills.
• Experience mentoring direct reports.
• English proficiency (written and spoken).

• Develop and execute a comprehensive People and Culture strategy aligned with goals.

• Develop and execute a comprehensive People and Culture strategy that aligns with organizational goals and fosters an inclusive engaging workplace environment
• Lead recruitment onboarding and retention initiatives to attract and retain top talent across all departments in compliance with Saudi labor regulations
• Manage coach and develop your People and Culture team building their capabilities and supporting their professional growth
• Partner with department heads on workforce planning organizational structure and resourcing to meet operational needs
• Oversee employee onboarding training programs and probationary reviews to ensure consistency and quality across the organization
• Coach and mentor managers on performance management difficult conversations and effective workplace relations
• Handle employee relations matters with sensitivity and professionalism maintaining accurate documentation and ensuring compliance with local labor laws
• Analyze employee engagement survey results and drive targeted improvement initiatives to enhance workplace satisfaction and retention
• Design and implement People and Culture programs including reward and recognition employee wellbeing talent management and leadership development
• Ensure compliance training is completed tracked and documented maintain accurate personnel records and training databases
• Prepare regular People and Culture reporting and analytics to inform strategic decision-making
• Contribute to annual business planning and budgeting for the People and Culture function

Required Qualifications:

• Tertiary qualification in Human Resources, Organizational Development, or related discipline
• 3 5 years of professional experience in a People and Culture or Human Resources role
• Proven experience managing employee relations, performance management, and workplace relations matters
• Strong knowledge of Saudi Arabian labor laws, regulations, and employment practices
• Excellent communication and negotiation skills with the ability to build relationships across all organizational levels
• Demonstrated experience managing and mentoring direct reports
• Strong analytical skills with the ability to interpret data and drive evidence-based decision-making
• Personal integrity, transparency, and the ability to lead effectively through organizational change
• Proficiency in English (written and verbal)

Preferred Qualifications:

• Experience in a hospitality, multisite, or matrix organizational environment
• Background in leading complex employee relations investigations and resolutions
• Experience with employee engagement surveys and culture transformation initiatives
• Knowledge of international or multicultural workforce management
• Familiarity with Human Resources Information Systems (HRIS) and people analytics tools
• Experience designing and implementing talent management and leadership development programs
• Certification in Human Resources management or related professional credential
