Parsons Corporation is hiring an experienced pavement engineering professional to lead the assessment and delivery of runway, taxiway, apron, aircraft stand, service road, and associated pavement systems while maintaining compliance with aviation standards, operational requirements, and project specifications.

Role Context

The Pavement Lead Engineer will provide specialist technical leadership for pavement systems serving both airside and landside infrastructure. The role will evaluate structural capacity, material performance, aircraft loading, subgrade conditions, constructability, durability, maintenance requirements, and long-term pavement behavior. The position will also coordinate critical interfaces between pavements, drainage, utilities, Airfield Ground Lighting, earthworks, and airport operations. Strong design assurance and construction-stage oversight will help reduce pavement failures, improve lifecycle performance, maintain operational continuity, and ensure airfield surfaces are ready for demanding aircraft movements.

Key Responsibilities
  • Provide technical direction to pavement engineers, consultants, designers, contractors, and specialist materials teams.
  • Establish pavement review procedures, engineering priorities, design criteria, and quality expectations.
  • Review pavement calculations, technical reports, drawings, specifications, and engineering submissions.
  • Assess pavement designs for runways, runway shoulders, taxiways, rapid exit taxiways, aprons, aircraft stands, and service roads.
  • Evaluate flexible, rigid, and composite pavement systems against anticipated aircraft loading and operational demands.
  • Review pavement thickness calculations, structural capacity, fatigue performance, durability, and maintenance requirements.
  • Assess pavement classification and suitability for proposed aircraft operations.
  • Verify compliance with ICAO Annex 14, FAA Advisory Circulars, project requirements, and applicable international standards.
  • Review pavement designs using FAARFIELD, COMFAA, Pavement ME Design, or equivalent analytical tools.
  • Evaluate pavement material specifications for asphalt, concrete, aggregates, subbase, base course, and subgrade materials.
  • Review asphalt mix requirements and assess performance characteristics relevant to airport operations.
  • Evaluate concrete pavement requirements including strength, durability, jointing, and construction performance.
  • Assess laboratory test results and verify material suitability before approval.
  • Review subgrade improvement and stabilization proposals where existing ground conditions require treatment.
  • Evaluate recycled materials and sustainable pavement alternatives where technically appropriate.
  • Support lifecycle cost analysis to compare pavement alternatives and maintenance strategies.
  • Coordinate pavement requirements with geotechnical, earthworks, drainage, utilities, civil, and airfield disciplines.
  • Manage interfaces between pavement systems and Airfield Ground Lighting infrastructure.
  • Review requirements for ducts, pits, chambers, inset fixtures, crossings, and embedded airport systems.
  • Ensure drainage interfaces support pavement durability and reduce risks associated with water infiltration.
  • Coordinate pavement construction requirements with runway, taxiway, apron, and aircraft stand operational constraints.
  • Support phased construction strategies where airport operations must remain active.
  • Review contractor shop drawings, method statements, material submittals, technical queries, and construction proposals.
  • Monitor earthworks and subgrade preparation before pavement layers are placed.
  • Inspect base, subbase, asphalt, concrete, and associated pavement construction activities.
  • Verify workmanship and construction tolerances against approved specifications.
  • Review compaction, density, material, concrete strength, and asphalt test results.
  • Monitor pavement quality control documentation and ensure testing frequencies meet project requirements.
  • Conduct site inspections and identify technical deficiencies requiring corrective action.
  • Resolve pavement-related engineering issues affecting construction progress, quality, or system performance.
  • Participate in technical audits, construction reviews, and quality inspections.
  • Monitor contractor compliance with approved pavement procedures and quality control plans.
  • Support corrective actions where testing or inspection results indicate non-compliant work.
  • Lead constructability reviews and identify practical improvements to pavement design or sequencing.
  • Participate in risk assessments covering pavement performance, materials, construction, and airport operations.
  • Incorporate Safety-in-Design principles into pavement engineering decisions.
  • Support compliance with HSE requirements, environmental controls, and sustainability objectives.
  • Coordinate technical matters with the client, airport authorities, consultants, contractors, designers, and regulators.

  • Prepare pavement assessments, technical recommendations, review comments, and engineering reports.
  • Maintain records of design approvals, technical decisions, construction observations, material results, and pavement testing.
  • Provide project management with regular updates regarding progress, emerging risks, technical constraints, and required actions.
  • Support preparation of asset records, maintenance information, completion documentation, and final pavement handover requirements.
Ideal Profile
  • Bachelor 's degree in Civil Engineering or a related Engineering discipline.
  • Minimum 10 years of experience in pavement engineering design, review, construction supervision, and technical support.
  • Proven experience on airport, airfield, transportation, or major infrastructure developments.
  • Strong background in runway, taxiway, apron, aircraft stand, and service road pavement systems.
  • Detailed understanding of flexible, rigid, and composite pavement design.
  • Experience evaluating aircraft loading and pavement structural capacity.
  • Strong knowledge of pavement materials, asphalt technology, concrete construction, aggregates, and subgrade requirements.
  • Experience reviewing pavement thickness calculations, design reports, specifications, and technical submissions.
  • Familiarity with FAARFIELD, COMFAA, Pavement ME Design, or comparable pavement design software.
  • Strong knowledge of ICAO Annex 14 and FAA AC 150-5320 series requirements.
  • Familiarity with ACI, ASTM, and related pavement and materials standards.
  • Practical experience monitoring pavement construction and interpreting laboratory and field test results.
  • Strong understanding of compaction, density, concrete strength, asphalt performance, and pavement quality control.
  • Experience coordinating pavement works with drainage, utilities, airfield lighting, earthworks, and operational requirements.
