Job summary

Saudi Gold Refinery (SGR) in Riyadh seeks an OD Manager to lead organization design, workforce planning, and capability development initiatives that align with production targets and regulatory standards.

You will develop competency matrices for critical technical roles, safeguard Saudization objectives, and drive performance management designs that tie to plant outcomes and safety metrics.

Qualifications

• Bachelor's degree in Human Resources, Industrial Psychology, Business Administration, or related field.
• Minimum of 10 years in organizational development or HR strategy in industrial/manufacturing settings.
• Experience designing competency frameworks and career paths for technical/blue-collar workforces.
• Deep understanding of Saudi labor laws, Saudization regulations, and Nitaqat mechanisms.
• Experience managing organizational change initiatives in regulated environments.
• Strong analytical skills to interpret workforce data and translate into structural recommendations.
• Ability to partner with operational leaders to address workforce challenges.
• Fluency in English for policy drafting and auditor interactions.

Responsibilities

• Organizational Structure Optimization: review and update org charts quarterly to align with production targets.
• Technical Competency Frameworks: create and maintain competency matrices for refinery operators and assay chemists.
• Saudization and Workforce Planning: forecast headcount and develop Saudization roadmaps with TVTC and vocational institutes.
• Performance Management System Design: design KPI cascades linking goals to throughput, recovery, and safety; train managers.
• Job Evaluation and Grading: apply standard methods to ensure internal equity and market competitiveness.
• Organizational Health Assessment: conduct annual employee engagement surveys and plan improvements.
• HR Data Analytics and Reporting: analyze attrition, productivity, and skill gaps to inform leadership decisions.
