Role Context

The Logistics Manager will manage the planning and control of construction logistics in a live airport environment where access, security, operational continuity, traffic flow, material delivery, storage, staging, lifting, and interface coordination are critical to successful project delivery. This position connects contractors, consultants, airport authorities, utility providers, government agencies, project controls teams, construction managers, and airport operations teams to ensure logistics activities are coordinated, safe, compliant, and aligned with project schedules and operational restrictions.

  • Lead the development, implementation, and management of Construction Logistics Plans, Material Delivery Plans, Site Logistics Strategies, and Traffic Management Plans.
  • Establish clear logistics procedures for material handling, storage, transportation, delivery routing, staging, distribution, access, and site movement.
  • Coordinate logistics requirements to support construction works while minimizing disruption to airport operations and surrounding transport networks.
  • Monitor logistics performance and recommend improvements that increase efficiency, reduce delays, and strengthen operational coordination.
  • Ensure logistics activities align with project schedules, construction sequencing, airport constraints, stakeholder requirements, and approved work plans.
  • Develop and manage Traffic Management Plans for both airside and landside construction activities.
  • Coordinate vehicle movements, haul roads, temporary diversions, site access routes, road closures, delivery windows, and traffic control measures.
  • Review and approve contractor traffic management proposals, logistics methodologies, route plans, and construction access strategies.
  • Ensure construction traffic moves safely and efficiently while maintaining airport operational continuity.
  • Coordinate temporary access arrangements, traffic changes, restricted movements, and road controls with airport teams and relevant authorities.
  • Oversee day‑to‑day logistics operations across the project site and maintain effective control of construction movement.
  • Manage laydown areas, staging zones, storage facilities, logistics compounds, delivery holding areas, and material distribution points.
  • Coordinate crane operations, heavy lifting activities, abnormal load deliveries, plant movements, and equipment mobilization.
  • Monitor contractor compliance with approved logistics plans, traffic plans, site logistics procedures, access rules, and safety requirements.
  • Support construction sequencing and phasing by ensuring that materials, equipment, access, and work zones are available when required.
  • Serve as the main logistics coordination focal point for contractors, consultants, airport authorities, utility providers, government agencies, and internal project teams.
  • Lead logistics coordination meetings, interface sessions, delivery planning workshops, and multidisciplinary planning reviews.
  • Manage interfaces between multiple work packages, contractors, airport stakeholders, operational teams, and construction zones.
  • Coordinate logistics activities to avoid conflicts, site congestion, unsafe movements, access restrictions, and operational disruption.
  • Support project teams in resolving logistics constraints, access issues, traffic conflicts, delivery delays, and interface problems.
  • Coordinate logistics activities within an operational airport while maintaining safety, security, and aviation compliance requirements.
  • Ensure compliance with airport operational procedures, airside access rules, landside access controls, security requirements, and aviation regulations.
  • Coordinate airside access permits, security clearances, restricted area operations, escort requirements, and operational approvals.
  • Work closely with airport operations teams to reduce impact on passengers, airlines, airport services, ground handlers, and daily airport functions.
  • Support operational readiness and airport transition planning where construction logistics affect future asset operation.
  • Collaborate with project controls and construction teams to align logistics activities with programme schedules, milestones, and delivery priorities.
  • Review contractor construction methodologies and logistics sequencing plans to identify access, movement, and material handling risks.
  • Identify logistics risks and develop mitigation strategies for access constraints, site congestion, security delays, abnormal loads, contractor interfaces, and airport disruption.
  • Support recovery planning and corrective actions when logistics issues affect schedule, safety, productivity, or operational continuity.
  • Monitor logistics milestones, KPIs, approvals, traffic performance, delivery performance, and key operational constraints.
  • Promote a strong safety culture across logistics, transport, traffic management, lifting, material handling, and plant movement activities.
  • Review logistics risk assessments, method statements, emergency response procedures, and contractor safety plans.
  • Monitor contractor compliance with approved HSE, environmental, quality, and logistics management requirements.
  • Support incident investigations and corrective action implementation where logistics, traffic, access or material movement issues are involved.
  • Participate in audits, inspections, quality reviews, and logistics compliance checks.
  • Maintain accurate records of logistics plans, permits, approvals, inspections, performance metrics, stakeholder coordination and site decisions.
  • Prepare logistics reports, dashboards, risk updates, performance summaries, and management presentations.
  • Provide regular updates to project management on logistics progress, constraints, risks, mitigation actions, and operational readiness.
  • Support project close‑out and asset handover activities related to logistics, temporary access removal, demobilization, and operational transition.
Ideal Profile
  • Bachelor’s degree in Civil Engineering, Construction Management, Logistics Management, Supply Chain Management, or a related discipline.
  • Master’s degree is an advantage.
  • Minimum 15 years of experience in logistics management, construction logistics, traffic management, material movement, and site operations.
  • Proven experience on major airport, aviation, transportation, rail, metro, or large‑scale infrastructure projects.
  • Strong experience in construction logistics planning, traffic management, material delivery planning, contractor coordination, and stakeholder interface management.
  • Experience working within operational airport environments is highly desirable.
  • Strong understanding of airport operations, airside logistics, landside logistics, access control, security clearances, restricted areas, and operational constraints.
  • Experience managing multiple contractors, complex interfaces, laydown zones, staging areas, construction compounds, haul roads, and temporary access arrangements.
  • Strong knowledge of Construction Logistics Plans, Traffic Management Plans, site logistics strategies, logistics best practices, and construction sequencing.
  • Practical understanding of material handling, storage, crane coordination, heavy lifting logistics, abnormal load delivery, and plant movement.
  • Experience with logistics planning software, scheduling tools, project management systems, and digital reporting platforms.
  • Excellent stakeholder management and coordination skills.
  • Strong analytical, problem‑solving, planning, and organizational capability.
  • Excellent written and verbal communication skills.
  • Able to manage multiple priorities in a fast‑paced project environment.
  • Professional certification in logistics, supply chain, project management, or construction management is preferred.
  • Experience on international airport development or expansion projects is desirable.
  • Knowledge of ICAO, IATA, airport operational requirements, and aviation industry standards is an advantage.
  • Experience working under FIDIC or similar international contract frameworks is beneficial.
  • Familiarity with BIM‑based logistics planning and digital construction management platforms is preferred.
  • Experience supporting Design‑Build, EPC, PMCM, or Program Management delivery models is an advantage.
