Key Responsibilities
- Lead the development, implementation, and management of Construction Logistics Plans, Material Delivery Plans, Traffic Management Plans, and Site Logistics Strategies.
- Establish logistics procedures for material handling, storage, transportation, distribution, access control, staging, and movement across the project.
- Coordinate logistics requirements to support construction activities while minimizing disruption to airport operations.
- Monitor logistics performance and identify opportunities to improve process efficiency, operational flow, and delivery coordination.
- Ensure logistics activities align with project schedules, operational constraints, construction phasing, stakeholder requirements, and airport safety rules.
- Develop and manage Traffic Management Plans for airside and landside construction operations.
- Coordinate vehicle movements, access routes, temporary diversions, haul roads, delivery windows, road closures, and traffic control measures.
- Review and approve contractor traffic management proposals, logistics methodologies, access plans, and delivery strategies.
- Ensure safe and efficient movement of construction traffic while maintaining airport operational continuity.
- Coordinate temporary access arrangements, restricted routes, closures, diversions, and traffic controls with relevant authorities and airport stakeholders.
- Oversee daily logistics operations across the project site, including construction access, deliveries, laydown areas, staging zones, storage facilities, and logistics compounds.
- Manage coordination of crane operations, heavy lifting activities, abnormal load deliveries, equipment mobilization, and plant movements.
- Monitor contractor compliance with approved logistics plans, site logistics procedures, traffic controls, safety rules, and environmental requirements.
- Support construction sequencing and phasing to ensure efficient movement of people, equipment, and materials.
- Serve as the primary logistics coordination point between contractors, consultants, airport authorities, utility providers, government agencies, and project teams.
- Lead logistics coordination meetings, interface workshops, multidisciplinary planning sessions, and delivery readiness reviews.
- Manage interfaces between multiple work packages, contractors, operational stakeholders, and airport service providers.
- Ensure logistics activities are properly coordinated to avoid conflicts, delays, unsafe movements, and operational disruptions.
- Support project teams in resolving logistics constraints, access issues, material movement challenges, and interface risks.
- Coordinate logistics activities within a live airport environment while maintaining safety, security, and operational requirements.
- Ensure compliance with airport operational procedures, aviation regulations, airside protocols, landside access controls, and security requirements.
- Coordinate airside access permits, security clearances, restricted area movements, escort requirements, and operational interface approvals.
- Work closely with airport operations teams to reduce impacts on passengers, airlines, ground handlers, airport services, and daily airport functions.
- Support operational readiness and airport transition planning activities where logistics and construction interfaces affect asset readiness.
- Collaborate with project controls and construction teams to align logistics activities with programme schedules and project milestones.
- Review contractor construction methodologies, logistics sequencing plans, delivery plans, and access strategies.
- Identify logistics risks and develop mitigation strategies for traffic congestion, access conflicts, delivery constraints, contractor interfaces, and operational disruption.
- Support recovery planning and corrective action implementation when logistics issues affect programme performance.
- Monitor logistics‑related milestones, KPIs, constraints, risk items, approvals, and critical delivery activities.
- Promote a strong safety culture across logistics, traffic management, material movement, lifting, plant operation, and access activities.
- Review logistics risk assessments, method statements, emergency response procedures, and contractor safety plans.
- Support incident investigations and implementation of corrective actions where logistics or traffic management issues are involved.
- Participate in audits, inspections, quality reviews, logistics checks, contractor reviews, and site compliance inspections.
- Maintain accurate records of logistics plans, permits, approvals, inspections, stakeholder coordination, access arrangements, and performance metrics.
- Prepare logistics reports, dashboards, management presentations, risk updates, and operational readiness summaries.
- Provide regular updates to project management on logistics performance, constraints, mitigation actions, and upcoming critical movements.
- Support closeout activities and asset handover requirements linked to logistics, access, temporary works removal, and operational transition.
Ideal Profile
- Bachelor's degree in Civil Engineering, Construction Management, Logistics Management, Supply Chain Management, or a related discipline.
- Master's degree is an advantage.
- Minimum 15 years of experience in logistics management, construction logistics, traffic management, material movement, and site operations.
- Proven experience on major airport, aviation, transportation, rail, metro, or large-scale infrastructure projects.
- Strong experience developing and managing Construction Logistics Plans, Traffic Management Plans, site logistics strategies, and material delivery plans.
- Experience working within operational airport environments is highly desirable.
- Strong understanding of airside and landside logistics requirements, airport access control, aviation operational constraints, and restricted area coordination.
- Experience managing multiple contractors, complex project interfaces, staging areas, laydown zones, delivery routes, and construction access constraints.
- Strong knowledge of construction sequencing, material handling, abnormal load coordination, crane logistics, plant movements, and site logistics management.
- Experience with logistics planning software, scheduling tools, project management systems, and digital reporting platforms.
- Excellent stakeholder management and coordination skills with the ability to work with airport authorities, contractors, consultants, utility providers, public agencies, and project teams.
- Strong analytical, problem‑solving, planning, and organizational skills.
- Excellent written and verbal communication skills.
- Able to manage multiple priorities in a fast‑paced project environment.
- Professional certification in logistics, supply chain, project management, or construction management is preferred.
- Experience on international airport development or expansion projects is desirable.
- Knowledge of ICAO, IATA, airport operational requirements, and aviation industry standards is an advantage.
- Experience working under FIDIC or similar international contract frameworks is beneficial.
- Familiarity with BIM‑based logistics planning and digital construction management platforms is preferred.
- Experience supporting Design‑Build, EPC, PMCM, or Program Management delivery models is an advantage.
- Strong authority liaison and stakeholder engagement experience.
- Practical experience managing logistics operations in live operational environments.
