The Lead Electrical Engineer will provide technical oversight of electrical, ELV, and associated IT works throughout construction and project closeout. The role ensures contractor installations remain aligned with approved drawings, specifications, contract requirements, authority standards, and established project procedures. The position also supports commercial and technical administration by reviewing submissions, RFIs, change proposals, claims, record documents, and completion packages. Effective coordination with contractors, consultants, and project leadership will help reduce construction delays, improve technical compliance, and ensure electrical systems are properly tested and ready for handover.
Key Responsibilities
- Lead technical oversight of electrical and ELV construction activities and verify compliance with contract documents and approved project procedures.
- Monitor electrical installation works against approved drawings, specifications, construction standards, and contractual requirements.
- Review, process, and approve ELV and IT-related technical submittals within assigned authority.
- Assess electrical drawings, material submissions, technical data, and contractor documentation for compliance.
- Prepare preliminary responses to RFIs involving electrical and ELV works.
- Coordinate technical clarifications with relevant engineering disciplines and consultants.
- Supervise pre-installation activities and verify construction readiness before electrical works begin.
- Review installation sequencing, access requirements, interfaces, and site constraints.
- Coordinate electrical activities with architectural, structural, mechanical, ICT, and other building services disciplines.
- Identify installation conflicts and support timely resolution before they affect progress.
- Review contractor electrical change order proposals and evaluate technical justification.
- Prepare recommendations regarding proposed changes for senior engineering review.
- Assess the potential impact of electrical changes on design compliance, cost, schedule, and system performance.
- Support review of contractor claims relating to electrical works.
- Provide technical input regarding entitlement, scope changes, delays, or additional work.
- Liaise with specialist subconsultants where additional technical expertise or clarification is required.
- Review contractor project record documents relevant to electrical and ELV systems.
- Verify that as-built information accurately reflects completed installation works.
- Assist with inspection of completed electrical works and identify outstanding deficiencies.
- Monitor startup activities and verify that equipment is prepared correctly for testing.
- Support electrical testing and commissioning activities across relevant systems.
- Monitor commissioning results and ensure deficiencies are addressed before final acceptance.
- Coordinate handover activities and verify completion of required electrical documentation.
- Prepare sign-off packages for completed electrical works.
- Ensure sign-off packages contain approved drawings, inspection records, test reports, commissioning information, and relevant completion documentation.
- Submit completed packages for review and approval by the Senior Electrical Engineer.
- Monitor contractor compliance with authority requirements applicable to electrical installations.
- Review technical submissions for conformity with project specifications and regulatory expectations.
- Maintain accurate records of RFIs, approvals, inspections, technical decisions, changes, and outstanding actions.
- Support project management with clear technical updates regarding electrical progress and construction issues.
- Identify electrical construction risks and recommend practical corrective measures.
- Promote consistent engineering quality and safe construction practices throughout electrical installation activities.
- Perform additional project responsibilities assigned by project management when required.
Ideal Profile
- Bachelor 's degree in Electrical Engineering.
- Minimum 10 years of professional experience as an Electrical or ELV Engineer.
- Approximately 3-5 years of construction administration experience within the Middle East.
- Strong technical knowledge of electrical installations and ELV systems.
- Experience reviewing electrical technical submittals, drawings, specifications, and contractor documentation.
- Practical understanding of site installation procedures, inspection requirements, testing, and commissioning.
- Ability to review contractor RFIs and provide technically sound responses.
- Experience evaluating electrical change proposals, variations, and claims.
- Good understanding of project specifications and contractual requirements.
- Familiarity with authority requirements applicable to electrical works.
- Understanding of electrical project delivery from construction commencement through testing and handover.
- Working knowledge of AutoCAD.
- Good command of Microsoft Excel and Microsoft Word.
- Ability to review technical documents carefully and provide clear comments.
- Strong written and verbal communication skills.
- Ability to coordinate effectively with consultants, contractors, engineers, and project management teams.
