Role Context Project safety depends on consistent implementation of site plans, timely hazard identification, accurate reporting, and effective workforce awareness. Weakness in any of these areas can expose personnel, property, the environment, and project performance to avoidable risk.
The HSE Specialist will provide practical assurance that requirements are understood and followed at worksite level. Findings from inspections, audits, and incidents will be converted into corrective actions and improvement measures that support stronger safety performance.
Key Responsibilities
- Support implementation and maintenance of safety, health, and environmental programs.
- Administer site-specific HSE plans across assigned project areas.
- Verify alignment with project, client, company, and regulatory requirements.
- Conduct audits of projects, contractors, and active worksites.
- Assess compliance with corporate standards, policies, and approved procedures.
- Perform routine workplace inspections to identify unsafe conditions and practices.
- Evaluate safety, occupational-health, and environmental hazards.
- Recommend practical measures to eliminate or control identified risks.
- Prepare inspection reports, audit findings, and corrective-action recommendations.
- Track outstanding actions and follow them through to documented closure.
- Monitor planning and work execution against ESHARP requirements.
- Support occupational-injury and incident-reporting procedures.
- Assist with incident investigations and management processes.
- Analyze inspection findings, audit results, incident data, and recurring trends.
- Prepare reports supporting management review and continuous improvement.
- Assist with safety orientation and onboarding for new employees.
- Develop and deliver HSE training and awareness sessions.
- Promote recognized standards and relevant industry practices.
- Maintain accurate training, inspection, audit, and safety records.
- Participate in toolbox talks, safety briefings, and workforce‑engagement activities.
- Coordinate with contractors, clients, project teams, and other stakeholders.
- Encourage personal accountability and proactive hazard reporting.
- Support emergency‑preparedness planning, drills, and readiness activities.
- Contribute to the continual improvement of project HSE performance.
- Perform additional safety responsibilities assigned by management.
Ideal Profile
- Bachelor 's degree in Occupational Safety and Health or a related field.
- Equivalent relevant experience may be considered where appropriate.
- Minimum five years of experience in HSE roles.
- Working knowledge of applicable health, safety, and environmental regulations.
- Understanding of reporting requirements and occupational-safety procedures.
- Familiarity with ANSI, NFPA, and other recognized safety standards.
- Experience conducting audits, inspections, hazard assessments, and incident investigations.
- Ability to deliver safety training and workforce‑awareness programs.
- Strong analytical, reporting, and problem‑solving capabilities.
- Excellent written and verbal communication skills.
- Strong interpersonal skills within multidisciplinary teams.
- Ability to recommend realistic corrective and preventive actions.
- Professional safety certification is advantageous.
- Experience on infrastructure, transportation, railway, or construction projects is preferred.
- Knowledge of risk‑management methods and occupational‑safety management systems is desirable.
- Ability to perform effectively in multicultural and fast‑moving project environments.
