Responsibilities

  • Support implementation of project HSE policies, procedures, Client requirements, and approved safety management processes.
  • Demonstrate safe personal behavior and act as a visible HSE representative across project activities.
  • Collect, verify, organize, and analyze Contractor HSE data for timely management review.
  • Prepare daily, weekly, and monthly HSE reports, statistics, summaries, and performance information for the Client.
  • Monitor Contractor HSE deliverables and ensure documents are prepared, reviewed, and implemented.
  • Follow up actions arising from SORs, abnormal events, audits, and inspections.
  • Track corrective and preventive actions and elevate overdue safety matters.
  • Deliver HSE orientation sessions for new employees, visitors, and others.

Role Context

The HSE Specialist will support the Project HSSE Director and HSSE Manager by providing reliable safety assurance across project activities and contractor operations. The position combines field monitoring, contractor coordination, HSE data analysis, reporting, training, incident support, corrective action follow-up. By maintaining accurate visibility of project safety performance and ensuring unresolved issues are actively managed, the specialist will help reduce risk exposure and strengthen compliance with Parsons and Client requirements.

Key Responsibilities
  • Support implementation of project HSE policies, procedures, Client requirements, and approved safety management processes.
  • Demonstrate safe personal behavior and act as a visible HSE representative across project activities.
  • Collect, verify, organize, and analyze Contractor HSE data for timely management review.
  • Prepare daily, weekly, and monthly HSE reports, statistics, summaries, and performance information on behalf of the Client.
  • Monitor Contractor HSE deliverables and verify that required documents are prepared, reviewed, approved, and implemented.
  • Follow up Contractor HSE Managers on outstanding close-out actions arising from SORs, abnormal events, audits, and compliance inspections.
  • Track corrective and preventive actions and elevate overdue or unresolved safety matters where necessary.
  • Conduct monthly office inspections and office risk assessments.
  • Participate in planned HSE assurance activities covering project offices and operational work areas.
  • Organise and attend Contractor HSE meetings and prepare accurate minutes, decisions, and action records.
  • Coordinate follow-up actions arising from safety meetings and management reviews.
  • Deliver HSE orientation sessions for new employees, visitors, and other personnel as required.
  • Conduct or support HSE awareness training for Parsons, Contractors, and Client personnel.
  • Support incident and near‑miss investigations by gathering relevant information, records, and evidence.
  • Review first aid cases, near misses, injuries, property damage, losses, and other HSE events.
  • Analyze project HSE trends and highlight adverse performance requiring management attention.
  • Liaise professionally with Client representatives on HSE matters, concerns, reports, and corrective actions.
  • Coordinate with Project Managers, Construction Managers, Contractor HSE teams, and supervisors regarding identified safety deficiencies.
  • Support corrective action where project conditions or work practices present unacceptable risks to personnel.
  • Review Contractor HSE statistics for completeness, accuracy, and consistency before submission.
  • Maintain records of HSE observations, audit findings, action close‑outs, and compliance status.
  • Support internal and external HSE audits by providing required documentation and evidence.
  • Participate in safety inspections, assurance reviews, compliance checks, and management walkthroughs.
  • Prepare HSE presentations and performance summaries for project and Client meetings.
  • Maintain accurate filing and traceability of HSE reports, statistics, meeting records, and supporting documentation.
  • Support improvement of HSE reporting methods and data quality across Contractor submissions.
  • Monitor recurring HSE issues and help identify appropriate preventive measures.
  • Promote a proactive safety culture across Parsons, Contractor, and Client teams.
  • Work independently where required while maintaining clear communication with HSSE leadership.
  • Provide flexible HSE coverage during shift, weekend, or extended working arrangements when project activities require additional support.
  • Support lessons learned and continuous improvement activities arising from incidents, audits, and project experience.
Ideal Profile

The position requires a minimum of 8 years of HSE experience, including at least 2 years in a comparable specialist role. Candidates must have practical experience working in Saudi Arabia and should understand the expectations, working environment, and contractor coordination requirements associated with major projects in the Kingdom. NEBOSH IGC is required, together with professional membership such as IOSH or IIRSM. The successful professional should have strong report writing, data gathering, analytical, and organizational capability and must be able to work independently with limited supervision when required. Strong English communication skills are important because the position involves Client interaction, Contractor coordination, HSE meetings, reporting, presentations, and incident documentation. Experience using Microsoft Word, Excel, and PowerPoint is expected, particularly for HSE statistics, management reports, presentations, action tracking, and performance analysis.
