Job summary

Responsibilities

  • Liaise with Project Managers on safety deficiencies affecting personnel or operations.
  • Collect, review, and consolidate HSE data from supervision consultants and contractors.
  • Prepare daily, weekly, and monthly HSE reports and summaries for Client review.
  • Verify that HSE deliverables are submitted, reviewed, and implemented as required.
  • Maintain records of inspections, assessments, and corrective actions.
  • Support incident investigations and risk assessments when requested.
  • Deliver HSE orientation sessions and awareness training as needed.

Role Context

The HSE Inspector will provide visible site-level safety assurance and help translate project HSE requirements into practical daily controls. Reporting to senior HSE management, the role will monitor contractor and supervision consultant performance, identify unsafe conditions, track corrective actions, support incident investigations, and maintain accurate reporting. The position requires a practical, self-directed professional capable of working across offices and active construction areas while maintaining effective communication with project teams and Client representatives.

Key Responsibilities
  • Conduct routine HSE inspections across project offices, construction areas, and contractor work locations.
  • Identify unsafe conditions, unsafe acts, and procedural deficiencies requiring immediate or planned corrective action.
  • Liaise with Project Managers and Construction Managers on safety deficiencies that could affect personnel or project operations.
  • Collect, review, and consolidate HSE data received from supervision consultants and contractors.
  • Prepare accurate daily, weekly, and monthly HSE reports and statistical summaries for Client review.
  • Verify that contractor and supervision consultant HSE deliverables are submitted, reviewed, approved, and implemented as required.
  • Follow up outstanding Safety Observation Reports, abnormal events, audit findings, compliance inspections, and corrective actions.
  • Maintain visibility of overdue HSE closeout items and elevate significant delays where necessary.
  • Conduct monthly office inspections and office risk assessments.
  • Participate in HSE assurance activities across project facilities and construction operations.
  • Organize and attend contractor HSE meetings and coordination sessions.
  • Prepare clear meeting minutes, action trackers, and follow-up records for HSE discussions.
  • Deliver HSE orientation sessions for new employees, visitors, and other personnel as required.
  • Support HSE awareness training for Parsons personnel, supervision consultants, contractors, and Client teams.
  • Promote safe personal behavior and demonstrate consistent compliance with project HSE requirements.
  • Support incident, near-miss, injury, damage, and loss investigations when requested.
  • Review information relating to first-aid cases, near misses, injuries, property damage, and other HSE events.
  • Assist in identifying trends and recurring safety issues from project incident and performance data.
  • Monitor overall HSE performance and communicate areas requiring additional management attention.
  • Liaise professionally with Client representatives on HSE matters and provide supporting information when required.
  • Verify implementation of HSE requirements during shift, weekend, and extended working periods when applicable.
  • Maintain accurate records of inspections, assessments, observations, training, meetings, and corrective actions.
  • Support preparation of presentations and HSE awareness materials.
  • Use project reporting and office applications to maintain reliable HSE documentation and performance records.
  • Escalate significant safety concerns promptly to appropriate project and HSE leadership.
  • Contribute to a proactive safety culture through consistent field presence, communication, and follow-up.
Ideal Profile
  • Degree in Engineering from an accredited university or equivalent recognized qualification.
  • Minimum 4 years of relevant HSE experience.
  • At least 2 years of experience in an HSE Inspector or comparable site safety role.
  • Previous Middle East project exposure is desirable, with Saudi Arabian experience preferred.
  • NEBOSH International General Certificate or equivalent qualification.
  • Professional membership with IOSH, IIRSM, or a comparable HSE organization is desirable.
  • Practical understanding of construction site health and safety requirements.
  • Experience conducting HSE inspections, assurance activities, and risk assessments.
  • Able to monitor contractors and follow corrective actions through to documented closeout.
  • Experience supporting incident investigations and reviewing HSE event information.
  • Strong report writing and data gathering capability.
  • Comfortable preparing safety statistics, reports, presentations, and meeting records.
  • Proficient in Microsoft Word, Excel, and PowerPoint.
  • Strong interpersonal skills and ability to engage professionally with contractors, consultants, Clients, and project personnel.
  • Self-motivated and capable of completing assigned work with limited supervision.
  • Able to remain effective in challenging site situations and communicate safety concerns clearly.
  • Flexible regarding working hours where shift or weekend HSE coverage is required.
