Qualifications

  • Bachelor's degree in engineering or equivalent qualification from an accredited institution.
  • Diploma in safety, health, environmental, loss prevention, or related field may be considered.
  • Minimum three years of construction supervision or site-safety experience.
  • Recognised health and safety education, professional certification, licence, or training.
  • Knowledge of ISO 45001:2018 occupational health and safety requirements.
  • Familiarity with ISO 14001:2015 environmental management requirements.
  • NEBOSH Diploma or similar qualifications would be valuable.
  • Valid KSA driving licence is required.
  • Experience with engineering consultancy or infrastructure projects preferred.

Responsibilities

  • Advise senior construction management on establishing and managing safety processes.
  • Assist in formulating, implementing, and maintaining project safety plans.

Role Context

A large hospitality development requires consistent safety oversight across construction activities, contractors, workers, equipment, and site facilities. The HSE Specialist will help management convert safety requirements into practical controls that protect people, property, and project continuity. The position combines field inspections with safety planning, training, documentation, and incident analysis. Its impact will be measured through improved hazard control, stronger regulatory compliance, timely corrective action, and safer working practices throughout the project.


Key Responsibilities


  • Advise the senior construction site representative on establishing and managing ESHARP Management and Parsons SH and E processes.

  • Assist project and construction management in formulating, implementing, and maintaining project-specific safety plans.

  • Identify hazards affecting personnel, property, equipment, and construction activities.

  • Recommend elimination measures, engineering controls, administrative controls, and other appropriate precautions.

  • Audit and inspect work areas to detect unsafe conditions, practices, or procedural gaps.

  • Record inspection findings and follow up with responsible teams until corrective actions are completed.

  • Supervise first-aid personnel and support the treatment of occupational injuries or illnesses.

  • Review accident records and prepare periodic reports on incidents, trends, and corrective measures.

  • Initiate and conduct accident investigations, determine contributing factors, and prepare formal incident reports.

  • Represent management during site inspections conducted by regulatory authorities or company insurance representatives.

  • Receive, review, and distribute safety inspection reports with clear corrective-action recommendations.

  • Oversee new-hire safety orientation and support other safety-related training programs.

  • Conduct risk assessments for upcoming construction activities and contribute technical guidance to safety planning.

  • Monitor compliance with applicable KSA regulations, project requirements, and recognized health and safety standards.

  • Perform other safety responsibilities assigned by project management.


Ideal Profile

The preferred candidate is a Saudi national with practical construction-site experience and the confidence to challenge unsafe practices professionally.



  • Bachelor 's degree in a relevant engineering discipline or equivalent qualification from an accredited institution.

  • Diploma in safety, health, environmental, loss prevention, or a related field may also be considered.

  • Minimum three years of construction supervision or site-safety experience.

  • Recognized health and safety education, professional certification, licence, or training.

  • Knowledge of ISO 45001:2018 occupational health and safety requirements.

  • Familiarity with ISO 14001:2015 environmental management requirements.

  • NEBOSH Diploma, ISO auditing qualifications, First Aid, or Fire Safety training would be valuable.

  • Valid KSA driving licence is required.
