Job summary

Parsons is seeking an HSE Engineer - Construction Safety Assurance in Riyadh, Saudi Arabia for a project-based role. Qualifications

  • At least two years in a comparable project-safety role.
  • NEBOSH International General Certificate or equivalent.

  • Experience in the Middle East or Saudi Arabia preferred.

Responsibilities

  • Collect, verify, and submit HSE data from consultants and contractors.
  • Prepare daily, weekly, and monthly reports and summaries.
  • Maintain records of performance indicators, observations, incidents, and corrective actions.
  • Lead safety meetings and provide HSE orientation for staff and visitors.
  • Support incident investigations and root-cause analysis when required.
  • Close out corrective actions and track overdue items.
  • Inspect site and office risk areas; conduct office risk assessments.
  • Liaise with client representatives on HSE matters and ensure timely closure of actions.

Position Overview

Parsons is hiring an HSE Engineer - Construction Safety Assurance in Riyadh, Saudi Arabia for a project-based role within the Construction industry.

Reporting to the Project HSE Manager or Senior HSE Manager, the engineer will help maintain a safe and secure workplace aligned with SAPL and client policies.

The position combines field assurance, contractor follow-up, performance reporting, training, inspections, and incident support.

The successful candidate will work with project and construction managers to identify safety deficiencies and ensure timely corrective action before hazards affect personnel or operations.

Role Context

Project safety performance depends on accurate information, visible field leadership, disciplined assurance, and timely closure of outstanding actions. Delayed reporting or unresolved observations can allow unsafe conditions to remain active across construction areas and offices. The HSE Engineer will connect safety data with practical follow-up. By reviewing contractor performance, conducting assessments, supporting training, and tracking corrective measures, the engineer will help strengthen compliance and reduce the likelihood of incidents.

Key Responsibilities
  • Collect, verify, analyze, and submit construction-supervision consultant and contractor HSE data.
  • Ensure safety information is complete, accurate, and delivered within required reporting periods.
  • Prepare daily, weekly, and monthly reports and statistical summaries for the client.
  • Maintain reliable records of performance indicators, observations, incidents, and corrective actions.
  • Demonstrate safe personal conduct and represent the organization professionally on site.
  • Serve as a visible point of contact for project HSE matters.
  • Verify that supervision-consultant and contractor deliverables are prepared, reviewed, approved, and implemented.
  • Follow up with consultant and contractor HSE managers and engineers on overdue actions.
  • Track closure of site-observation reports, abnormal events, audit findings, and compliance inspections.
  • Conduct monthly office inspections and office risk assessments.
  • Carry out planned HSE assurance activities across relevant project areas.
  • Organize and attend contractor HSE meetings.
  • Prepare presentations, agendas, minutes, and action records.
  • Deliver HSE orientation sessions for new employees and visitors.
  • Conduct or support safety-awareness training for Parsons, contractors, consultants, and client personnel.
  • Assist with incident and near-miss investigations when required.
  • Review first-aid cases, injuries, property damage, losses, and unsafe-event information.
  • Analyze overall HSE performance during project execution.
  • Identify recurring trends and recommend appropriate improvement measures.
  • Liaise with client representatives on HSE matters in a professional and responsible manner.
  • Communicate safety concerns to project and construction managers.
  • Support the correction of conditions that may create hazards for project personnel.
  • Maintain adequate HSE coverage during shifts, weekends, and changing work schedules.
  • Complete assigned duties independently or with limited supervision when required.
Ideal Profile
  • Degree in Engineering from an accredited university or an equivalent qualification.
  • Minimum five years of relevant HSE experience.
  • At least two years of experience in a comparable project-safety role.
  • NEBOSH International General Certificate or an equivalent qualification.
  • Professional membership with IOSH, IIRSM, or a similar recognized organization.
  • Previous experience in the Middle East is preferred.
  • Professional experience in Saudi Arabia would be advantageous.
  • Good understanding of construction HSE inspections, reporting, and assurance processes.
  • Ability to analyze safety data and produce accurate reports.
  • Strong interpersonal skills and confidence in challenging situations.
  • Ability to work independently and take ownership of assigned actions.
  • Flexibility to support shift and weekend operations.
  • Strong written and verbal communication abilities.
  • Competence with Microsoft Word, Excel, and PowerPoint.
