Job summary

WSP in the Middle East is seeking an experienced HSE Officer to support the implementation, monitoring, and enforcement of Health, Safety and Environmental requirements across Riyadh utility infrastructure projects. You will work with supervision and contractor teams to ensure compliance with HSE standards and local regulations, promoting a proactive safety culture on site.

The role involves reviewing permits and risk assessments, conducting audits, and leading safety meetings with stakeholders.

Qualifications

• Bachelor's Degree or Diploma in Occupational Health & Safety or related field.
• 5-8 years of HSE supervision experience in construction/infrastructure.
• Experience with utility infrastructure projects preferred.
• NEBOSH IGC mandatory; additional IOSH/OSHA preferred.
• Knowledge of Saudi safety regulations and client requirements.
• Excellent communication and stakeholder management.
• Fluency in English; Arabic advantageous.

Responsibilities

• Monitor contractor compliance with HSE plans and site requirements.
• Conduct routine site inspections, audits, and safety observations.
• Identify unsafe conditions and ensure corrective actions.
• Review permits, risk assessments, method statements, and toolbox talks.
• Support incident reporting, investigations, and root cause analysis.
• Maintain records of inspections, meetings, and HSE statistics.
• Participate in daily, weekly, and monthly HSE meetings.
• Monitor high-risk activities such as excavation, lifting, and confined space.
• Promote safety awareness through training and engagement.
• Ensure compliance with Saudi regulations and WSP standards.
