Role Context

The HSE Manager will provide technical leadership for the prevention and control of occupational health, safety, and environmental risks across project operations. The position will convert regulatory obligations and project requirements into practical HSE systems, procedures, training, investigations, and preventive controls. By identifying unsafe conditions early and addressing underlying causes of incidents, the role will help protect personnel, maintain compliance, reduce operational disruption, and strengthen safety performance throughout project delivery.

Key Responsibilities

• Develop, implement, and maintain project HSE programs, procedures, systems, and operational controls.
• Monitor construction and engineering activities for compliance with established environmental, safety, and health requirements.
• Maintain current knowledge of applicable regulatory requirements and interpret their implications for project operations.
• Provide technical HSE guidance to project leadership, engineers, contractors, supervisors, and site personnel.
• Identify workplace hazards and establish preventive measures to reduce exposure to injuries, occupational illness, and environmental risk.
• Conduct structured inspections, safety reviews, and risk assessments across active work areas.
• Investigate accidents, injuries, unsafe conditions, near misses, and employee concerns relating to workplace hazards.
• Determine contributing and root causes and recommend corrective and preventive actions.
• Track corrective actions through implementation and verify that identified risks have been effectively controlled.
• Review work methods, equipment, procedures, and design arrangements to identify opportunities for safer execution.
• Recommend practical modifications to processes and operating practices where existing controls are insufficient.
• Develop and deliver HSE training addressing project risks, safe working practices, emergency procedures, and compliance obligations.
• Establish and evaluate emergency preparedness arrangements appropriate to project activities and foreseeable incidents.
• Monitor the effectiveness and quality of HSE programs using inspections, observations, incident information, and performance trends.
• Provide regulatory interpretation and technical advice on complex occupational safety and environmental matters.
• Support development of project-specific HSE objectives and performance improvement initiatives.
• Lead or coordinate HSE specialists and support personnel where required.
• Administer environmental, safety, and health requirements on assigned small or medium-sized projects.
• Maintain accurate HSE documentation, investigation records, inspection findings, training evidence, and compliance information.
• Communicate significant safety risks, recurring trends, and unresolved compliance matters to project leadership.

Ideal Profile

Candidates should hold a bachelor 's degree in Occupational Health and Safety, Environmental Science, Engineering, or a related discipline and typically possess at least 12 years of HSE experience. A minimum of 3-5 years in an HSE leadership capacity is expected. Strong previous exposure to large-scale infrastructure, rail, transportation, construction, or engineering projects is particularly important. Candidates should demonstrate practical knowledge of occupational safety management, hazard identification, risk assessment, incident investigation, regulatory compliance, emergency preparedness, and preventive safety systems. The role requires sufficient technical judgment to independently assess complex HSE issues and develop appropriate solutions. NEBOSH International General Certificate is highly relevant, while a NEBOSH Diploma is preferred. IOSH Managing Safely and credentials such as Certified Safety Professional or an equivalent professional safety certification provide additional value.
