Jisr is building a licensed insurance intermediary capability in Saudi Arabia. The role owns licensing strategy, regulatory compliance, and product governance, while shaping the policy roadmap and commercial expansion.
You will collaborate with Product, Finance and leadership to establish the licensed entity and revenue streams. The position targets a founder-level owner with deep regulatory exposure and a track record of launching new, regulated business lines, preferably with ties to KSA
Jisr already administers a substantial fast-growing health insurance book for companies on our HR platform hundreds of clients and covered lives today growing quickly through our carrier integrations This role exists to turn that book into a real licensed insurance business to build Jisr s own path to holding an insurance intermediary licence to own the product and policy decisions that come with it and to set the commercial and expansion strategy around it This is a GM-level build role not a BD or account-management role Licensing and compliance are the foundation everything else sits on the commercial partnering segment expansion and product work only work if the licensing and regulatory structure underneath them is right You will be the first dedicated owner for this line working closely with the Insurance product owner Finance and leadership and will be expected to set strategy not just execute against someone else s
We're targeting two candidate profiles: Product & Strategy background at a major insurer e.g. a product owner at Tawuniya, or a product and strategy leader at Bupa Arabia, with direct exposure to policy design and how licensing/regulatory requirements shape product. Leadership/strategy background from a digital-forward, venture-building organization e.g. Masdar, Tameeni, B.Care, or similar with a track record of standing up new, regulated business lines from scratch. Beyond profile, the role requires: Deep, working knowledge of the KSA insurance regulatory environment the Insurance Authority's licensing regime and the current direction on policy administration and intermediary licensing. This is a foundational requirement, not a nice-to-have. A track record structuring or negotiating commission or partnership agreements, ideally in group health / SME-focused books rather than large enterprise or motor-led business. Proven leadership and strategy-setting ability has run a P&L, business unit, or new venture, not purely an individual-contributor commercial background. Comfortable operating in a build-from-scratch, high-ownership environment this role starts with a real book and real momentum, but no existing playbook. Existing relationships with major KSA health insurers and/or licensed aggregators are a real, direct advantage. Fluent in Arabic and English. Nice to Have Direct exposure to a broker acquisition or licensing process due diligence, integration, or regulatory approval experience. Experience working alongside or inside an HR/HRIS or fintech platform, understanding how an embedded insurance motion differs from a standalone brokerage.
