Job summary

Parsons seeks a Senior Commercial Manager to lead the full commercial lifecycle of a giga project in Riyadh. You will drive strategy, contract management, cost control, risk mitigation, and value optimization across multi-billion-dollar programs while ensuring compliance with regulatory frameworks and Vision 2030.

You will oversee governance, procurement strategies, and stakeholder engagement, mentoring multiple teams and coordinating with clients, regulators, and vendors to deliver best value.

Qualifications

• Minimum of 15 years of commercial/contract management experience in large-scale construction, infrastructure, or real estate projects.
• Proven track record on mega/giga projects, preferably in the GCC region.
• Strong experience with FIDIC and major international standard forms of contract.
• Leading commercial teams on projects exceeding 1 billion in value.

Responsibilities

• Develop and implement the overall commercial strategy for mega projects.
• Lead and mentor commercial teams (contracts, procurement, quantity surveying, claims).
• Drive commercial governance and standardization of processes across the portfolio.
• Oversee end-to-end contract management for consultancy, EPC, design & build, and subcontractor agreements.
• Lead negotiation of high-value contracts, framework agreements, and strategic partnerships.
• Manage contractual correspondences, variations, change orders, and claims to protect interests.
• Ensure compliance with FIDIC, bespoke contracts, and local Saudi law/regulatory requirements.
• Establish and manage budgets, cost plans, and forecasts for multi-billion SAR/US$ projects.
• Oversee cost reporting, value engineering initiatives, and whole-life cost assessments.
• Identify and manage commercial risks; implement mitigation plans and contingencies.
