Role Context
The Senior Commercial Manager will take a leadership role across the complete commercial lifecycle of a major development program, connecting contracts, procurement, cost management, claims, risk, and financial performance within a single governance framework. The position will influence major commercial decisions from procurement strategy and contract award through change management, claims resolution, forecasting, and final account activities. Strong commercial leadership will help protect project value, control financial exposure, improve contractor performance, and support transparent decision-making across complex packages and stakeholder relationships.
Key Responsibilities
Lead development and implementation of the commercial strategy across major project packages and workstreams.
- Establish commercial governance principles, procedures, controls, reporting requirements, and approval workflows.
- Lead multidisciplinary commercial teams covering contracts, procurement, quantity surveying, claims, and cost management.
- Provide strategic commercial advice to project leadership and client representatives.
- Standardize commercial processes across the program to improve consistency, transparency, and control.
- Oversee the complete contract lifecycle for consultancy, EPC, Design-Build, construction, and subcontract agreements.
- Lead negotiation of high-value contracts, framework agreements, strategic partnerships, and major procurement packages.
- Review contractual terms and identify obligations, liabilities, commercial exposure, and opportunities.
- Manage variations, change orders, contractual correspondence, claims, and entitlement assessments.
- Protect client and project interests through accurate records, timely notices, and disciplined contract administration.
- Ensure commercial practices remain aligned with FIDIC conditions, bespoke contract requirements, and applicable Saudi regulations.
- Establish and manage project budgets, commercial forecasts, cost plans, and financial reporting structures.
- Monitor expenditure against approved budgets and identify emerging cost pressures at an early stage.
- Oversee cost reporting across multiple packages and provide reliable forecasts to senior management.
- Lead value engineering and whole-life cost initiatives aimed at improving project value without weakening quality or performance.
- Analyze financial risks, commercial opportunities, and potential margin impacts.
- Recommend corrective strategies when cost, contractual, or procurement performance deviates from expectations.
- Support investment reviews, funding assessments, and commercial due diligence where required.
- Develop procurement strategies for major civil, MEP, infrastructure, technology, hospitality, and specialist packages.
- Oversee contractor and consultant prequalification processes.
- Manage tender preparation, bid evaluations, commercial clarifications, negotiations, and award recommendations.
- Ensure procurement decisions demonstrate value, compliance, commercial robustness, and appropriate risk allocation.
- Develop productive relationships with major contractors, consultants, suppliers, and strategic partners.
- Support local content, localization, and Saudi Vision 2030 objectives through appropriate procurement and commercial strategies.
- Maintain a structured commercial risk register covering contractual, cost, procurement, claims, and supplier risks.
- Develop mitigation strategies and appropriate commercial contingencies.
- Provide commercial input into project-wide risk registers, scenario planning, and change control procedures.
- Ensure robust audit trails are maintained for contracts, approvals, payments, changes, and commercial decisions.
- Act as a senior commercial interface between the client, PMO, consultants, contractors, suppliers, and regulatory stakeholders.
- Lead resolution of complex commercial disputes and support negotiations where stakeholder positions conflict.
- Prepare executive-level commercial reports, dashboards, financial summaries, and strategic recommendations.
- Present commercial status, risks, forecasts, and decisions to senior management and governance boards.
- Monitor contractor and consultant commercial performance against contractual obligations.
- Support payment certification, cost reconciliation, final account negotiations, and commercial closeout activities.
- Develop and improve commercial policies, templates, systems, and management tools.
- Ensure commercial decisions comply with organizational governance and relevant legal requirements.
- Promote ethical procurement, transparent negotiations, proper recordkeeping, and accountable commercial practices.
- Mentor commercial team members and strengthen capability across contract management, cost control, procurement, and claims.
- Maintain focus on value, risk, schedule, quality, and long-term project objectives when making commercial recommendations.
Ideal Profile
- Bachelor 's degree in Quantity Surveying, Commercial Management, Construction Management, Engineering, Finance, or a related discipline.
- Minimum 15 years of commercial or contract management experience within major construction, infrastructure, or real estate developments.
- Proven experience on mega or giga projects, ideally within Saudi Arabia or the wider GCC region.
- Demonstrated responsibility for commercial management of projects exceeding 1 billion in value.
- Strong knowledge of FIDIC and other major international forms of contract.
- Extensive experience managing variations, claims, change orders, contractual correspondence, and commercial negotiations.
- Strong background in project budgeting, forecasting, cost reporting, and financial analysis.
- Experience developing procurement strategies and managing high-value tender processes.
- Ability to lead commercial teams covering contracts, procurement, quantity surveying, and claims.
- Advanced understanding of project risk allocation and contractual risk mitigation.
- Strong negotiation and influencing capability at senior stakeholder level.
- Ability to interpret complex financial, contractual, and commercial information and translate findings into practical decisions.
- Strong executive reporting skills with the ability to communicate commercial matters clearly and concisely.
- Prior experience in Saudi Arabia and understanding of local regulations and procurement practices is highly advantageous.
- Familiarity with Saudi Vision 2030 and local content objectives is beneficial.
- Master 's degree such as an MBA, MSc in Construction Law, or MSc in Commercial Management is advantageous.
- Professional membership with RICS, CIOB, CIArb, or an equivalent professional organization is desirable.
- Strong leadership capability with experience developing high-performing multidisciplinary commercial teams.
- Ability to operate effectively in high-pressure environments involving significant financial and contractual exposure.
