Qualifications

Position: Estimation Department Manager

Job Purpose:

A Saudi contracting company is seeking an experienced Estimation Department Manager to lead its Head Office estimation and tendering activities.

Key Responsibilities:

• Lead bid/no-bid assessments and present recommendations to management.
• Review tender documents and allocate approved tenders to the estimation team.
• Oversee quantity take-offs, cost estimates, RFQs, and supplier and subcontractor quotation evaluations.
• Review commercial and technical proposals to ensure accurate, competitive, and compliant submissions.
• Assess tender risks, overhead costs, profit margins, and value-engineering opportunities.
• Participate in client meetings, site visits, tender clarifications, and negotiations.
• Lead post-bid reviews and maintain estimating procedures, cost information, and lessons learned.
• Manage, develop, and evaluate the Estimation Department team.

Requirements:

• Bachelor’s degree in Civil Engineering.
• 12-16 years of progressive construction estimating and tendering experience, including at least 5 years in a managerial role.
• Previous working experience in Saudi Arabia, with sound knowledge of the local labour, material, equipment, and subcontractor markets.
• Extensive construction experience with EPC and main contracting companies.
• Experience estimating major civil, infrastructure, building, and/or industrial projects.
• Experience dealing with major clients such as NEOM, Diriyah, RCRC, Qiddiyah, Royal Commission, Ministry of Transport, and Ministry of Defense is highly preferred.
• Strong leadership, commercial, negotiation, and decision-making skills.
• Fluency in both Arabic and English is required.
