Job summary

Confidential Jobs seeks an experienced Estimation Department Manager to head its Head Office estimation and tendering activities in Dammam, Saudi Arabia. The role requires strong leadership and a track record in cost estimation for major civil, infrastructure and industrial projects.

You will lead bid evaluations, coordinate with clients and suppliers, and drive value engineering to secure competitive, compliant submissions. Fluency in Arabic and English is essential.

Qualifications

• Bachelor’s degree in Civil Engineering is required.
• Strong experience in construction estimating and tendering, including management.
• Experience with EPC and main contracting environments in Saudi Arabia.
• Fluency in Arabic and English is required.

Responsibilities

• Lead bid/no-bid assessments and present recommendations to management.
• Review tender documents and allocate approved tenders to the estimation team.
• Oversee quantity take-offs, cost estimates, RFQs, and supplier/subcontractor quotations.
• Review commercial and technical submissions for accuracy, competitiveness and compliance.
• Assess tender risks, overheads, margins and value engineering opportunities.
• Participate in client meetings, site visits, clarifications, and negotiations.
• Lead post-bid reviews and maintain estimating procedures and cost data.
• Manage, develop and evaluate the Estimation Department team.
