Job summary

TalentHive is assisting a leading Saudi Arabian contractor in expanding its Tendering & Estimation Department. The role targets engineers with proven Tendering/Estimation/Pre-Contracts backgrounds and excludes those from purely site-based disciplines.

The candidate will manage full MEP tender lifecycles, analyse scopes, prepare BOQs and pricing, and coordinate with suppliers, clients and consultants to deliver competitive submissions.

Qualifications

• Bachelor's degree in Mechanical Engineering is required.
• Minimum 8 years of experience in Tendering, Estimation or Pre-Contracts.
• Proven contractor-side experience is essential.
• Strong estimation experience across HVAC, Plumbing, Fire Fighting, and related mechanical systems.

Responsibilities

• Manage the complete Mechanical MEP tender lifecycle, including reviewing tender documents, drawings, specifications and BOQs.
• Analyse project scope and prepare accurate cost estimates.
• Perform detailed quantity take-offs.
• Prepare rate build-ups and pricing schedules.
• Obtain and evaluate supplier and subcontractor quotations.
• Prepare technical and commercial tender submissions.
• Coordinate tender clarifications with clients and consultants.
• Participate in value engineering and cost optimisation exercises.
• Support negotiations and post-tender activities.

We are currently supporting a leading construction organisation in Saudi Arabia that is expanding its Tendering & Estimation Department and is seeking experienced Mechanical MEP Estimation Engineers. This role is specifically suited to professionals whose careers have been built within Tendering, Estimation or Pre‑Contracts Departments. Candidates whose backgrounds are primarily Site Engineering, Project Engineering, Quantity Surveying, Technical Office, Commercial or Project Management will not be considered.

Key Responsibilities

• Manage the complete Mechanical MEP tender lifecycle, including reviewing tender documents, drawings, specifications and BOQs.
• Analyse project scope and prepare accurate cost estimates.
• Perform detailed quantity take‑offs.
• Prepare rate build‑ups and pricing schedules.
• Obtain and evaluate supplier and subcontractor quotations.
• Prepare technical and commercial tender submissions.
• Coordinate tender clarifications with clients and consultants.
• Participate in value engineering and cost optimisation exercises.
• Support negotiations and post‑tender activities.
• Handover awarded projects to the Operations team.

Essential Requirements

• Bachelor's Degree in Mechanical Engineering.
• Minimum 8 years experience within dedicated Tendering, Estimation or Pre‑Contracts Departments.
• Proven contractor‑side experience.
• Demonstrated ownership of the complete tender lifecycle from receipt through to final submission.
• Strong estimation experience across HVAC, Plumbing, Fire Fighting, Chilled Water Systems, Water Supply & Drainage, Mechanical Plant Rooms, Mechanical Infrastructure, Piping Systems.
• Strong understanding of BOQs, quantity take‑offs, cost estimation, supplier & subcontractor RFQs, technical proposal preparation, commercial proposal preparation, pricing strategy, and tender clarifications.

Preferred Experience

• Main contractors, MEP contractors or Design & Build contractors.
• Large building construction projects or industrial & infrastructure projects.
• Experience in Saudi Arabia or GCC.
