Qualifications

Job description

Requirements:

• Minimum 15+ years of experience in civil, infrastructure and utilities projects (building, roads, highways, water mains, drainage, TSE, utilities, etc.)
• Minimum 5 years of experience in KSA in a similar role. Knowledge of local construction Saudi market, cost, historical data & productivity rates, market trends.
• Proven track record in leading estimation teams for mega infrastructure and building projects.

Tendering & Cost Estimation Requirements:

• Expert in 5D estimation, tendering and cost modelling using CCS Candy, HCSS HeavyBid, or similar software programs, producing accurate BOQs and detailed cost breakdowns.
• Skilled in procurement strategy – scope packaging, RFQs, supplier/subcontractor negotiations, and best‑value sourcing.
• Strong in bid analysis & benchmarking, ensuring compliance, competitiveness, and precision across tender submissions.

Technical & Methodology Leadership Requirements:

• Lead preparation of technical submittals, clarifications, and execution methodologies for multidisciplinary projects.
• Develop construction methodologies and execution strategies optimizing cost, time, and quality outcomes.
• Proficient in global measurement standards: NRM 1/2, CESMM 4, POMI, CSI, SMM 7 for accurate cost planning and documentation.

Sustainability & Compliance Requirements:

• Practical knowledge of LEED, Estidama, and Mostadam frameworks, integrating sustainability and QHSE best practices within tendering processes.
