Job summary

Hill Intl. seeks a Head of Workers' Welfare & Wellbeing to drive the enterprise-wide strategy, ensuring ESG alignment and regulatory compliance under Saudi Labour Law.

The role leads a diverse team, governs assurance processes, and engages with stakeholders on welfare and human rights matters. You will provide executive-level guidance on welfare performance, oversee contractor prequalification and risk audits, and ensure timely corrective actions while maintaining a robust evidence base for

Qualifications

• Bachelor's degree in HR, Law, IR or related field.
• Minimum 22 years in welfare, HR, labor rights, or related fields.
• 8–10 years leadership at Director level in multi-contractor environments.
• Strong knowledge of Saudi Labor Law, MHRSD, and international frameworks (IFC P2, ILO).
• Fluency in English; Arabic is highly desirable.

Responsibilities

• Define and execute a Workers' Welfare & Wellbeing Strategy aligned with ESG commitments.
• Establish governance structures to integrate welfare into project planning.
• Provide executive guidance on welfare performance and regulatory matters.
• Oversee Workers' Welfare Standards and international benchmarking.
• Ensure welfare obligations in contracts (EPC, EPCM, labor supply).
• Lead assurance framework including prequalification, risk audits, and compliance.
