Job summary

Parsons is seeking an executive leader to head workforce welfare and wellbeing in Tabuk, Saudi Arabia. You will oversee welfare, community health, labor compliance, and employee wellbeing across a landmark giga‑project, ensuring dignity, safety, and high living standards for a multinational workforce.

The role requires 20+ years of progressive experience in welfare, industrial relations, or HSE with strong leadership and familiarity with Saudi labor laws and international standards.

Qualifications

• Bachelor’s degree in HR, Public Health, or related discipline required.
• Minimum 20 years of progressive experience in workforce welfare or HSE management.
• Proven leadership of large‑scale welfare operations on infrastructure projects.
• Experience with multinational workforce and governance in Saudi Arabia/ GCC.

Responsibilities

• Develop and implement a comprehensive welfare strategy for the project lifecycle.
• Align welfare programs with Saudi labor laws, Vision 2030, ILO principles, and IFC standards.
• Establish governance frameworks, standards, and measurable welfare KPIs.
• Direct planning of accommodation, clinics, catering, nutrition, recreation, transport, and facilities.
• Lead welfare audits, corrective actions, and non‑compliance resolution across sites.
• Present welfare performance and risks to client executives and regulators.
