Job summary

Qualifications

• Significant PPP infrastructure project development experience.
• Experience with infrastructure investor/developer or similar org.
• Strong bid management on large-scale infrastructure projects.
• Good understanding of commercial and technical elements of project development.
• Experience in transportation, energy or digital infrastructure a plus.
• Strong knowledge of PPP structures and procurement processes.
• Experience leading multidisciplinary teams, advisers and consortium partners.
• Saudi Arabia or GCC experience is advantageous.

Responsibilities

• Lead development of PPP and infrastructure projects across multiple asset classes.
• Manage full bid lifecycle including EOIs, RFQs and RFPs.
• Assess new investment opportunities from commercial and technical perspectives.
• Develop bid strategy and manage overall bid programme.
• Coordinate internal investment, commercial, finance, legal and technical teams.
• Engage external advisers across technical, legal and financial domains.
• Lead engagement with government authorities and procuring entities.
• Identify and manage consortium partners, EPC contractors and operators.
• Review tender requirements for commercial competitiveness and technical compliance.
• Support development of commercial structures and project strategies.
• Coordinate inputs into investment proposals and negotiations through close-out.
• Present opportunities and strategies to senior management and investment committees.
• Monitor Saudi and regional infrastructure market for new PPP opportunities.

Job description

We are supporting a leading PPP infrastructure investor and developer in Riyadh with the appointment of a Director Development. The role will be responsible for leading the development and bidding of major infrastructure projects across a diverse portfolio including transportation infrastructure, energy infrastructure and digital infrastructure. This is a senior role requiring a strong understanding of both the commercial and technical aspects of infrastructure development with the ability to manage complex PPP bids from opportunity assessment through to award and financial close.

Key Responsibilities

• Lead the development of major PPP and infrastructure projects across multiple asset classes
• Manage the full bid lifecycle including EOIs RFQs and RFPs
• Assess new investment opportunities from both a commercial and technical perspective
• Develop bid strategy and manage the overall bid programme
• Coordinate internal investment commercial finance legal and technical teams
• Manage external technical legal financial and commercial advisers
• Lead engagement with government authorities procuring entities and key stakeholders
• Identify and manage suitable consortium partners EPC contractors and operators
• Review tender requirements and ensure submissions are commercially competitive and technically compliant
• Support the development of commercial structures and project strategies
• Coordinate financial technical and commercial inputs into investment proposals
• Support negotiations through preferred bidder and financial close
• Present opportunities bid strategies and recommendations to senior management and investment committees
• Monitor the Saudi and wider regional infrastructure market for new PPP opportunities

Experience Required

• Significant experience in PPP infrastructure project development
• Background with an infrastructure investor developer or similar organisation
• Strong bid management experience on large-scale infrastructure projects
• Good understanding of both the commercial and technical elements of project development
• Experience across one or more of transportation energy or digital infrastructure
• Strong knowledge of PPP structures and procurement processes
• Experience managing multidisciplinary teams advisers and consortium partnersStrong commercial judgement stakeholder management and negotiation skills
• Previous experience in Saudi Arabia or the wider GCC would be highly advantageous
