Qualifications

Context

As part of major transport infrastructure programmes delivered under Public-Private Partnership (PPP) models, ProjecTTech is seeking an experienced Financial and Cost Manager PPP Transport to lead financial structuring, lifecycle cost management, risk allocation, and budget governance activities. The role requires strong expertise in complex infrastructure financing and cost management, with the ability to provide robust financial analysis, ensure cost transparency, and support informed decision-making throughout the project lifecycle.

Main Responsibilities

• Lead financial structuring activities for large-scale PPP transport infrastructure programmes.
• Develop, review, and maintain comprehensive financial models and business cases.
• Establish and monitor lifecycle cost models covering development, construction, operations, maintenance, and renewal phases.
• Assess project affordability, financial sustainability, and long-term value for money.
• Support the development and evaluation of funding and financing strategies.
• Lead financial risk identification, quantification, allocation, and mitigation activities.
• Analyse the financial impact of contractual, commercial, technical, and programme risks.
• Define and implement robust budget governance, cost control, and financial reporting frameworks.
• Monitor budgets, forecasts, commitments, expenditures, contingencies, and cost variances.
• Provide financial input into PPP contractual and commercial negotiations.
• Coordinate with project controls, commercial, procurement, technical, legal, and finance teams.
• Prepare financial reports, dashboards, forecasts, and decision-support materials for senior management.
• Ensure compliance with applicable financial governance requirements, contractual obligations, and internal procedures.

Technical Skills

• Strong expertise in PPP financial structuring and infrastructure finance.
• Advanced financial modelling and financial analysis capabilities.
• Proven experience in lifecycle costing and whole-life cost management.
• Strong understanding of PPP risk allocation principles and financial risk assessment.
• Expertise in budget governance, forecasting, cost control, and financial reporting.
• Good understanding of transport infrastructure development and delivery models.
• Ability to analyse complex commercial and contractual arrangements.
• Strong command of financial performance indicators, scenario analysis, sensitivity analysis, and forecasting techniques.
• Advanced proficiency in Microsoft Excel and financial modelling tools.
• Knowledge of project controls and cost management systems is highly desirable.

Candidate Profile

• Degree in Finance, Economics, Accounting, Business Administration, Engineering, or a related discipline.
• Significant professional experience in financial management, infrastructure finance, cost management, or PPP environments.
• Demonstrated experience on major transport or infrastructure programmes.
• Proven ability to manage complex financial models, budgets, and long-term cost forecasts.
• Strong experience working within multidisciplinary and international project environments.
• Professional qualification in finance, accounting, project management, or cost management would be an advantage.
• Fluency in English is required.
