Role Context

The Construction Manager will oversee field delivery of irrigation works and coordinate the activities required to convert approved designs into complete, reliable, and maintainable systems. The role will typically interface with landscaping, utilities, civil works, mechanical systems, electrical controls, roads, public realm, and other infrastructure packages. Effective construction management will require close coordination with contractors, engineering teams, quality personnel, HSE specialists, project controls, commissioning teams, and client representatives. The position will help maintain construction progress while resolving site constraints, protecting completed works, and ensuring irrigation infrastructure is ready for operational handover.

Key Responsibilities
  • Lead construction activities associated with irrigation systems and supporting infrastructure.
  • Coordinate installation of irrigation pipelines, distribution networks, valves, chambers, pumping equipment, and control systems.
  • Manage contractor and subcontractor activities across assigned irrigation work packages.
  • Review approved construction drawings, specifications, Method Statements, Inspection and Test Plans, and site procedures before execution.
  • Verify that construction follows approved designs, technical requirements, project procedures, and applicable standards.
  • Coordinate irrigation works with landscaping, civil infrastructure, utilities, roads, structures, and public realm packages.
  • Monitor daily site progress and confirm adequate manpower, materials, equipment, and work fronts are available.
  • Review construction sequencing and identify constraints that could affect irrigation installation or landscape delivery.
  • Work with Planning and Project Controls teams to monitor progress against baseline and look-ahead schedules.
  • Coordinate installation of underground irrigation networks, sleeves, crossings, valve boxes, chambers, and associated components.
  • Monitor trenching, bedding, pipe laying, jointing, backfilling, protection, and reinstatement activities.
  • Verify routing, levels, clearances, and interfaces with existing and proposed utilities.
  • Oversee installation of irrigation pumps, filters, valves, pressure-regulating equipment, and associated mechanical components where included in the project scope.
  • Coordinate electrical power, control panels, field controllers, sensors, and automation interfaces associated with irrigation systems.
  • Monitor installation of sprinklers, emitters, drip irrigation systems, and other water distribution components.
  • Coordinate pressure testing, flushing, cleaning, functional testing, and system performance verification.
  • Ensure completed irrigation zones are properly tested before landscaping or final surface works proceed.
  • Work with Quality teams to implement approved inspection requirements and close identified deficiencies.
  • Monitor NCRs, quality observations, punch-list items, and corrective actions through completion.
  • Verify that approved materials and equipment are used and maintained in suitable storage and preservation conditions.
  • Review material deliveries, certificates, technical submittals, and inspection documentation.
  • Coordinate RFIs, technical queries, site instructions, and constructability issues with Engineering teams.
  • Resolve conflicts between irrigation infrastructure and other underground or above-ground services.
  • Support coordination of tie-ins to water sources, storage facilities, pumping systems, or treated water networks where applicable.
  • Maintain close coordination with HSE personnel to control excavation, lifting, electrical, pressure testing, and other construction risks.
  • Ensure completed works remain protected from damage during subsequent construction and landscaping activities.
  • Lead construction coordination meetings with contractors and relevant project stakeholders.
  • Identify emerging delays, access restrictions, interface risks, and resource shortages and develop practical recovery measures.
  • Coordinate pre-commissioning, commissioning, testing, and final system demonstrations.
  • Support preparation of as-built drawings, inspection records, testing documentation, operation and maintenance information, and turnover packages.
  • Maintain accurate construction records needed for progress verification, commercial assessment, and project closeout.
  • Provide leadership and technical direction to construction engineers, supervisors, inspectors, and site personnel.
  • Maintain consistent focus on safety, workmanship, schedule performance, water efficiency, and operational readiness.
Ideal Profile

The position is suited to an experienced construction professional with a background in irrigation, utilities, landscaping infrastructure, mechanical systems, civil works, or related construction disciplines. A degree in Civil Engineering, Mechanical Engineering, Agricultural Engineering, Irrigation Engineering, or another relevant technical field would provide a strong foundation for the role. Candidates should understand the practical delivery of irrigation networks, underground piping, valves, chambers, pumping systems, field distribution equipment, and associated controls. Experience coordinating irrigation works with landscaping, utilities, roads, public realm, and other infrastructure packages is particularly valuable on large development programs. The successful candidate should be comfortable reviewing construction documentation, managing contractors, resolving site constraints, monitoring progress, and coordinating inspection, testing, commissioning, and handover activities. Practical knowledge of trenching, pipeline installation, pressure testing, flushing, underground utility coordination, material handling, and construction quality processes will support effective performance. Strong site leadership, communication, problem-solving, planning, and stakeholder coordination skills are important for managing multiple work fronts and multidisciplinary interfaces. Experience on major infrastructure, landscaping, urban development, public realm, or large-scale construction programs in Saudi Arabia or the wider Middle East would be advantageous.
