Role Context
The Project Quality Specialist will safeguard construction quality across wet utility networks from material delivery and underground installation through testing, commissioning, as-built verification, and final handover. The position requires close attention to pipe alignment, gradients, joints, bedding, backfilling, chambers, testing results, live utility interfaces, and concealed works. Effective quality control in this role will help prevent leakage, drainage failures, premature infrastructure defects, rework, and operational problems after assets enter service.
Key Responsibilities
- Implement and monitor approved project quality requirements for wet utility construction activities.
- Inspect works against approved drawings, specifications, Method Statements, Inspection and Test Plans, checklists, and acceptance requirements.
- Conduct surveillance and quality inspections of underground and above-ground water, sewerage, drainage, irrigation, and fire water installations.
- Review Material Inspection Requests, Work Inspection Requests, material certificates, test reports, inspection records, and supporting technical documentation.
- Confirm approved pipes, fittings, valves, chambers, pumps, and associated equipment are correctly received, stored, protected, handled, and installed.
- Monitor Contractor and Subcontractor quality performance and identify non-conforming work before subsequent activities conceal or affect it.
- Review wet utility NCRs and quality observations and support root cause investigations for installation defects and failed tests.
- Coordinate corrective and preventive measures and verify completed rectification before recommending closure.
- Inspect potable and domestic water networks, irrigation systems, fire water networks, sewerage systems, wastewater infrastructure, stormwater drainage, and surface water systems.
- Provide quality oversight for pumping stations, sewage pump stations, storage tanks, fire water tanks, irrigation tanks, and water treatment installations where applicable.
- Inspect valves, valve chambers, manholes, inspection chambers, catch basins, gullies, drainage channels, culverts, outfalls, metering systems, and pressure reducing stations.
- Verify pipe routes, alignment, levels, gradients, installation depths, fittings, connections, thrust blocks, anchors, and supports against approved requirements.
- Monitor bedding, pipe surround, backfilling, and compaction before acceptance of underground works.
- Inspect concrete chambers, manholes, drainage structures, and other associated civil infrastructure.
- Verify required separation and protection between wet utilities and electrical, ICT, roads, structures, and other underground services.
- Inspect sleeves, penetrations, waterproofing, crossings, and protection arrangements at utility interfaces.
- Coordinate inspections before backfilling or closure of concealed works and prevent progression where mandatory quality requirements remain incomplete.
- Work with Survey teams to confirm utility coordinates, alignments, invert levels, gradients, and final as-built locations.
- Review hydrostatic and pressure testing of potable water and fire water pipelines and confirm results against approved acceptance criteria.
- Monitor pipeline leakage tests, flushing, cleaning, and potable water disinfection procedures where required.
- Verify sewerage and drainage testing including CCTV inspections, gravity pipeline tests, infiltration and exfiltration testing, and air testing where applicable.
- Monitor flow and functional testing of pumping installations and verify operation of valves, pumps, meters, controls, and associated equipment.
- Ensure failed tests are investigated, corrected, repeated, and fully documented before system acceptance.
- Maintain complete traceability of inspections, testing, material approvals, corrective actions, and commissioning records.
- Coordinate wet utility interfaces with Civil, Roads, Structural, MEP, Landscape, Electrical, ICT, and Drainage teams.
- Review design revisions and verify construction teams are working from current approved utility drawings, profiles, specifications, and details.
- Support RFIs, Technical Queries, design clarifications, BIM coordination, and constructability reviews involving utility corridors and shared infrastructure.
- Monitor tie-ins and interfaces with existing live water, drainage, sewerage, irrigation, and fire protection networks.
- Provide quality oversight for wet utility infrastructure serving airport terminals, roads, aprons, taxiways, runways, airfield facilities, and external areas.
- Coordinate inspection requirements within airside and landside environments while accounting for operational restrictions and phased construction.
- Support final inspections, commissioning, completion of quality records, as-built verification, and system handover.
- Prepare weekly and monthly quality reports covering inspection performance, NCRs, test failures, leakage issues, material rejection, rework, audit findings, and corrective action closure.
- Analyze recurring defects and quality trends and recommend preventive measures to Project Quality Management.
Ideal Profile
A Bachelor 's Degree in Civil Engineering, Water or Environmental Engineering, Mechanical Engineering, or a related discipline is required, supported by at least 5 years of relevant quality assurance and quality control experience involving wet utilities or infrastructure. Candidates should have practical knowledge of water supply, wastewater, sewerage, stormwater drainage, irrigation, fire water, pumping stations, pipelines, chambers, and underground utility networks. Experience on major airport, transportation, infrastructure, or multidisciplinary construction projects is preferred. The role requires hands-on familiarity with ITPs, Method Statements, MIRs, WIRs, NCRs, inspection procedures, material controls, testing documentation, and corrective action processes. Experience witnessing hydrostatic tests, pressure and leakage tests, flushing, disinfection, drainage testing, and commissioning activities is particularly important. Candidates should understand applicable water, drainage, utility, and infrastructure standards together with ISO 9001 quality management principles. Experience coordinating Contractors, Subcontractors, Consultants, Client representatives, Survey teams, and construction disciplines is expected. ISO 9001, CQI, or an equivalent quality certification would provide an advantage.
