Senior Construction Manager - Utilities in Riyadh, Saudi Arabia is a Construction hiring opportunity for an experienced field construction leader who can manage on-site delivery of utilities infrastructure works across medium-size civil, structural, and infrastructure projects. The role requires strong construction planning, field supervision, manpower and equipment management, subcontractor coordination, procurement support, field engineering oversight, reporting, and client-facing leadership to ensure project milestones are achieved safely, efficiently, and within budget.
Key Responsibilities
- Direct the overall planning of field construction activities and identify critical milestones, work priorities, and delivery constraints.
- Manage on-site utilities infrastructure construction activities from mobilization through execution, progress control, and completion.
- Review the defined construction scope and schedule to determine budget estimates, staffing needs, manpower plans, and equipment requirements.
- Ensure required subcontractor services, construction resources, and major equipment are available at the right time to support maximum productivity.
- Assign construction superintendents to specific work areas and monitor their progress, performance, resource needs, and corrective actions.
- Coordinate manpower, materials, equipment, field engineering, and subcontractor activities to maintain schedule performance and budget control.
- Track possible problem areas early and take preventive action to protect critical milestones across each project phase.
- Apply sound construction practices to achieve quality control, safe execution, efficient installation, and cost-effective delivery.
- Become fully familiar with contractual obligations, technical requirements, site conditions, construction drawings, and facilities to be delivered.
- Oversee field administration, procurement coordination, construction documentation, site reporting, and field engineering support.
- Prepare periodic progress reports summarizing construction activities, productivity, risks, constraints, and recovery actions for management and clients.
- Ensure effective implementation of company and client policies, procedures, labor relations requirements, safety practices, and quality expectations.
- Serve as a primary construction contact for client representatives, subcontractors, government representatives, and project stakeholders.
- Maintain strong client, stakeholder, and community relations throughout construction delivery.
- Support site-based decision-making by resolving field issues, coordinating technical input, and ensuring timely escalation where needed.
- Lead construction teams with clear direction, practical supervision, accountability, and a strong focus on safe and efficient project completion.
- Remain willing to relocate to construction site locations as required by project delivery needs.
Ideal Profile
- Bachelor's degree in a construction-related field, or equivalent construction-related work experience.
- Minimum 15 years of experience in field construction management, site supervision, or major project execution.
- Strong experience managing civil, structural, utilities infrastructure, or industrial construction works.
- Previous exposure to large civil, structural, and industrial projects in domestic or international locations is preferred.
- Comprehensive knowledge of construction-related processes, installation methods, field execution practices, and site coordination requirements.
- Strong understanding of industry practices, construction sequencing, quality control, productivity management, and field administration.
- Proven leadership and management capability across multidisciplinary site teams, subcontractors, superintendents, and construction crews.
- Ability to manage budgets, staffing, equipment, materials, subcontractors, schedules, risks, and site priorities in a controlled manner.
- Strong written and oral communication skills for reporting, stakeholder coordination, client meetings, and site instructions.
- Practical problem-solving ability with the confidence to take preventive action before issues affect cost, quality, safety, or schedule.
- Comfortable working in demanding construction site environments and adapting to changing project conditions.
- Strong commitment to safety, quality, client service, productivity, and timely project completion.
