We are looking for a Digital Workforce Development Officer specialising in Data and Artificial Intelligence to support an international defence-sector organisation in Oeiras.
The successful candidate will contribute to workforce planning, education and training initiatives by translating Data and AI developments into structured competency, skills and training requirements.
Main responsibilities
- Map identified Data and AI requirements against existing education and training solutions;
- Identify workforce capability, competency and performance gaps;
- Continue mapping NATO Command Structure Data and AI roles to the Skills Framework for the Information Age (SFIA);
- Review Digital Strategic Training Plan requirements, ensuring their accuracy and relevance;
- Consider lessons learned, organisational priorities and anticipated technological developments;
- Conduct NATO Training Requirements Analysis activities in accordance with Bi-SC 075-002 and 075-003;
- Define workforce and training requirements for the Data and AI functional area;
- Prepare the final project Training Requirements Analysis report;
- Participate in the 2026 NATO Individual Training and Education Conference and Programming Board;
- Produce monthly situation reports;
- Prepare quarterly Programme of Work reports for senior stakeholders;
- Work with internal teams and stakeholders to align training, workforce and digital transformation objectives;
- Support quality assurance activities related to education and training.
Essential qualifications and experience
- Master’s degree in a relevant field and at least three years of related professional experience; or
- Bachelor’s degree in a relevant field and at least five years of related professional experience;
- At least five years of experience with NATO’s Global Programming Approach and Systems Approach to Training, or comparable methodologies;
- Strong analytical skills and experience interpreting complex organisational datasets;
- Experience analysing roles, competencies, skills requirements and workforce trends;
- Proven experience using SFIA to assess, map or develop workforce competencies;
- Experience identifying training requirements and conducting Training Requirements Analysis;
- Experience developing clear and measurable Performance Objectives;
- Knowledge of NATO structures, particularly the NATO Command Structure and NATO Force Structure;
- Knowledge of NATO education, training and capability-development processes;
- Understanding of Digital Transformation, Data and Artificial Intelligence concepts;
- Ability to translate technological developments into practical workforce requirements;
- Practical knowledge of military communications and information systems;
- Previous experience delivering training in a military environment;
- Experience working in an international military-civilian environment;
- Experience with quality assurance in education and training settings;
- Fluent English, with the ability to interpret strategic documentation and prepare executive-level reports.
Technical and personal capabilities
- Proficiency with Microsoft Office automation tools;
- Experience using SharePoint, including workflow functionalities;
- Experience using Learning Management Systems;
- Strong report-writing and stakeholder communication skills;
- Excellent organisational and planning capabilities;
- Ability to work with a high degree of autonomy and accountability;
- Sound professional judgement and attention to detail;
- Ability to collaborate effectively within international and multidisciplinary teams.
Additional conditions
- The role is performed on-site in Oeiras, Portugal;
- The assignment will take place in a standard office environment;
- Temporary duty travel may occasionally be required;
- A valid NATO SECRET security clearance is mandatory.
