Spektrum seeks experienced professionals to support NCIA programs, focusing on data and AI, SFIA mapping, and training requirements. The role emphasizes structured analysis of large datasets and executive-level documentation to guide capability development in a NATO environment.

The selected candidate will work on TRA processes, develop reports, and contribute to monthly HQ SACT reporting while operating on-site in Oeiras, Portugal.

Qualificações

  • Fluent in English and able to read and interpret strategic-level documentation.
  • Strong analytical capabilities with ability to interpret large data sets (roles, competencies, trends).
  • Master's or Bachelor degree as specified with post-degree experience.
  • Five years post-related experience (Bachelor path) or three years (Master path).
  • Experience with NATO's Global Programming Approach and SAT or comparable methods.
  • Understanding of NATO structures (NCS, NFS) and Education & Training Facilities (ETFs).
  • Familiarity with Digital Transformation and Data/AI concepts and workforce implications.
  • Proficiency with SFIA to assess, map, or develop workforce competencies.
  • Experience with MS Office and SharePoint; LMS experience.

Responsabilidades

  • Map initial requirements to existing E&T solutions and identify performance deficiencies.
  • Expand mapping of NATO NCS Data and AI posts to SFIA.
  • Review training requirements from the new Digital STP for accuracy and currency.
  • Apply TRA process with focus on Data and AI Functional Area to project requirements.
  • Produce the project TRA Report.
  • Attend the 2026 NITEC/IPB events.
  • Develop monthly Situation Reports and quarterly HQ SACT Programme of Work reports.

Who we are supporting

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

RoleDuties and Responsibilities
  • Map the initiallyidentifiedrequirements within the specified discipline to existing E&T solutions andidentifyingperformance deficiencies.
  • Expand the mapping,initiatedin the 2025 front-end analysis,ofNATO NCS Data and AI posts to the Skills Framework for theInformation Age (SFIA).
  • Review theinitialtraining requirements from the newly introducedDigital Strategic Training Plan (STP) for accuracy and currency,taking into accountlessons learned and projected developmentswithin the Discipline.
  • Apply the TRA process as described in Bi-SC 075-002 and Bi-SC075-003 (pre-TRA meeting, requirements collection, opportunitiescollection, TRA Working Groups), with specific focus on the Dataand AI Functional Area (FA), to adequately project upcomingrequirements.
  • Produce the project TRA Report.
  • Participatein the 2026 NITEC/IPB.
  • Develop the monthly Situation Reports to HQ SACT, and thequarterly HQ SACT Programme of Work reports.
EssentialSkills,Experienceand Certifications
  • Fluent in English, capable of reading and interpreting strategic-level documentation and producing executive level documentation.
  • Strong analytical capabilities, with a proven ability to interpret large volumes of organisational data (roles, competencies, trends).
  • A master's degree in education & training / Learning Sciences, Data Science / Information Systems or related discipline at a nationally recognized/certified University with three years post related experience, or a Bachelor in Education & Training/ Learning Sciences, Data Science / Information Systems or related discipline at a nationally recognized/certified University, with five years postrelated experience.
  • At least five years of experience in NATO's Global ProgrammingApproach and the Systems Approach to Training (SAT), or incomparable methodologies.
  • Understanding of NATO structures (primarily the NCS and NFS),Education and Training Facilities (ETFs), and capabilitydevelopment processes.
  • Familiarity with Digital Transformation (DT) and Data/AI conceptsand strategies, and the ability to translate emerging technologytrends into workforce implications.
  • Proven experience in utilising the Skills Framework for theInformation Age (SFIA) to assess, map, or develop workforce competencies.
  • Demonstratedproficiencyin personal computer office automation tools, particularly Microsoft applications, including SharePoint and workflow functionalities.
  • Experience working with a Learning Management Systems (LMSs).
  • Demonstrable competence inidentifyingtraining requirements, including the conduct of Training Requirements Analysis (TRA) and the development of Performance Objectives (POs).
  • The individual must be able tooperatewith a high degree of autonomy and accountability.
  • Serve and practical knowledge of military CIS, combined with experience in training in a military environment.
  • Experience working in Quality Assurance (QA) within an Education and Training Environment.
  • Prior experience of working in an international environmentcomprisingboth military and civilian elements.
