HALLSON CONSTRUCTION SDN. BHD. is seeking a proactive Quantity Surveyor to manage all contractual, costing, and commercial aspects of construction projects in Malaysia.

You will oversee cost planning, tendering, contract administration and site measurements to ensure financial efficiency and compliance with SMM, PWD and PAM standards. The role requires strong negotiation, communication, and planning skills, with hands-on experience in both office documentation and site-based contract

Qualifications

  • Diploma/ Degree in Quantity Surveying or equivalent.
  • Experience in CONSTRUCTION INDUSTRY, infrastructure and highrise.
  • Knowledge of Malaysia SMM, PWD & PAM contracts.
  • Experience in controlling project cash flow (payment and claim).
  • Ability to manage multiple projects with good organization and planning.
  • Excellent negotiation and communication skills.
  • Willing to travel to project sites.

Responsibilities

  • Prepare cost plans to enable design teams to produce practical designs for construction projects, liaising with architects, engineers, subcontractors and suppliers.
  • Prepare cost analysis based on drawings, material requirements and labour between contract price and sub-con price.
  • Prepare tender and contract documents, including Bills of Quantities (BQ).
  • Evaluate tenders from contractors & subcontractors and negotiate with them.
  • Control all stages of projects within budget and expenditure.
  • Ensure compliance with SMM, PWD, and PAM contract requirements.
  • Liaise with architects, engineers, and consultants during tender preparation.
  • Attend tender interviews and site visits.
  • Monitor all commercial information related to project including labour, material and subcontractor cost forecasting.

Job description

The candidate is responsible for managing all contractual, costing, and commercial matters of construction projects, ensuring financial efficiency and compliance with contractual obligations. The role requires strong analytical, negotiation, and communication skills, as well as hands‑on experience in both office‑based documentation and site‑related contract administration.

Job Responsibilities

1.1 Prepare cost plans to enable design teams to produce practical designs for construction projects, which involve liaising with architects, engineers, subcontractors and suppliers.

1.2 Prepare cost analysis based on the architectural/engineering drawings, material required and labour requirements between contract price & sub-con price.

1.3Prepare tender and contract documents, including Bills of Quantities (BQ).

1.4 Evaluate tenders from contractors & subcontractors and appropriate negotiate with the contractors.

1.5 Control all stages of projects within predetermined budget and expenditure.

1.6Ensure compliance with Malaysia Standard Method of Measurement (SMM), PWD, and PAM contract requirements.

1.7 Liaise with architects, engineers, and consultants during tender preparation.

1.8Attend tender interviews and site visit.

2. Post-Contract / Commercial & Contract Administration

2.1 Monitor all commercial information in relation to project including labour, material and subcontractor cost forecasting to ensure adherence to budgets.

2.2 Keep track of project progress and responsible for the measurement and valuation of variations in the work during the contract, for agreement of interim payments and the final account.

2.3 Conduct monthly valuations of works in progress, including forecast of final costs.

2.4 Provide advice to project staff on commercial and contractual matters including reviewing and drafting of correspondence.

2.5 Carry out commercial vetting of subcontractor quotations, tenders and contracts.

2.6 Monitor contractual obligations, claims, variations, extensions of time and other commercial matters where applicable.

2.7 Prepare and maintain proper records for project cost, claims, variations and final accounts.

3. Site Measurement & Project Meetings

3.1 Attending meetings with clients/ subcontractors for monthly progress/ variation work.

3.2Conduct site valuation/site measurement for progress claim with clients and sub-contractors.

3.3Site measurement for variation work submission with clients and sub-contractors.

3.4Coordinate with site/project teams to verify actual work progress and quantities.

3.5Liaise with clients and subcontractors on measurements, valuations, variations and payment matters.

3.6Final site measurement for final account with clients and sub-contractors.

4. Others

4.1 Work closely with the Cost & Contract Department and project teams to ensure commercial requirements are properly managed.

4.2Maintain accurate and organised tender, contract, measurement and commercial records.

4.3Ensure confidentiality of project, tender and commercial information.

4.4 Support internal and external audits where required.

4.5Perform other duties and ad-hoc assignments as directed by Management.

5. Requirements

5.1 Candidate must possess at least a Diploma, Degree, Advanced/Higher/Graduate Diploma, Professional Degree in Quantity Survey or equivalent.

5.2 Working experience in theCONSTRUCTION INDUSTRY,specializing in Infrastructure and highrise.

5.3 Knowledge and familiarity with Malaysia Standard Method Measurement (SMM), Public Works Department (PWD) & Pertubuhan Akitek Malaysia (PAM) Condition of Contracts.

5.6 Experience in controlling project cash flow (payment and claim).

5.7Knowledge of construction contracts and a proven track record in managing contractual obligations on large-scale projects.

5.8 Good organization and planning skills and the ability to manage multiple projects.

5.9 Excellent in Negotiation skill and communication skills.

5.10 Independent, positive attitude, self-motivated, aggressive, and good discipline.

5.11 Able to work under pressure in a demanding environment.

5.12 Willing to travel to project sites when required.

5.13 Fresh graduates with a relevant Quantity Surveying qualification are welcome to apply.
