As the Senior Housing Programme Manager, you will be the Council's lead officer responsible for developing a rolling five-year programme of projects and works to deliver Swindon Borough Council's Asset Management Strategy and associated work streams and projects.
You will be responsible for the planning and delivery of the Council's housing component replacement, mechanical and electrical systems and estate improvement plans.
You will champion the needs of our tenants and ensure that programmes and projects commence and complete on time.
You will strengthen planning and service delivery, establishing robust performance monitoring, contractor management processes, and internal co-ordination mechanisms to ensure that programmes and projects are delivered effectively.
You will be responsible for collating and analysing property performance data, such as stock condition data, structural surveys, mechanical and electrical system condition data and requests for new works, to produce a programme of works that is achievable and cost effective to deliver.
You will produce a rolling five-year programme of works, and a detailed one-year programme that identifies work packages to specific properties and locations.
You will play a critical role in ensuring the Council's housing stock is maintained to a safe and decent standard and in line with legal obligations, regulatory expectations, and tenant satisfaction.
This role plays a critical part in supporting safe, sustainable communities, enhancing resident wellbeing, and shaping service delivery in line with both corporate priorities and statutory duties.
To be an active part of the Housing, and Integrated Communities Senior Leadership Teams, and Prevention and Communities Directorate, implementing the Swindon Plan, the Housing Improvement Plan, and supporting the delivery of corporate strategies.
This role works with the Director of Housing and Director of Operations and their Senior Leadership teams to develop new operating processes both within your own operational field and providing support and leadership to others to improve their operational activities.
You must be fluent in the English language (as a requirement of Part 7 of the Immigration Act 'for the effective performance of a customer-facing role').
