Essex County Council (ECC) are delighted to be supporting Harlow Council to recruit a temporary Project Managers – Capital Delivery on a 12-month basis. Please note that these posts require the successful individual to be based on site a minimum of 3 days per week.

Harlow is a district of contrasts and an ideal location to both live and work. The town itself is thriving, with excellent shopping and leisure facilities for all ages. We have good road links to the M11 and M25 and excellent rail connections to London and Stansted Airport, just 35 minutes and 20 minutes away from Harlow respectively.

Job Purpose:

Harlow has over 9,000 units of social housing and is embarking on its largest capital investment programme ever. We are delivering large scale refurbishment programmes to occupied council homes, and we are looking for experienced project managers who can help deliver this work.

The Role:

The projects that we are delivering are mostly building envelope works to low rise blocks, that have already been tendered and packaged and that are due on site early in the new year. We have a separate commercial team that will provide commercial support. The contractors used have been specifically tendered and are not partnering contractors.

The experience you will bring:

• Experienced construction project manager – NB we do not want people who have only delivered new build construction or people who have never worked in the public sector
• We are looking for people who have experience of delivering works to occupied residential units for either local authorities or housing associations
• Well-developed people skills, able to communicate well with a variety of stakeholders
• Experience of working with the JCT form of contract
• Good technical knowledge of construction management
