Job description

We are looking for a Project Manager to join our Non-Infrastructure team, taking responsibility for the successful delivery of allocated projects from start to finish. You will play a key role in advancing resilience and asset-related initiatives, ensuring projects are completed to a high standard, on schedule, within budget, and in line with our investment plan and quality requirements. Responsible for multiple projects to be delivered to specification and budget, whilst working to deadlines, ensuring the quality meets the expectations of key stakeholders. Planning, Design and Construction of Capital (and Revenue) projects associated with maintenance, refurbishment and extension of the treatment and distribution networks. Applying APMP methodology, develops viable programs, effectively coordinating a range of functions to deliver projects from start to finish, including estimating, scheduling, procurement, design, site construction / installation, commissioning and operations handover, effectively using internal and external resources. Ensuring the key milestones and projects are delivered on time. Ensuring risks are managed proactively and in accordance with CDM regulations. Ensuring project quality meets the specification and managing Portsmouth Water’s spend with third parties. Working with stakeholders to promote effective contract management, ensuring Portsmouth Water’s processes and procedures are adhered to and all works are executed with the minimum effect to the water supply. Liaises with all related stakeholders and parties of a project, including customers, suppliers, designers, subcontractors, site supervisors and end-users / operators, to ensure work progresses according to plans and that all requirements are met. Prepare / review contracts and subcontracts to ensure technical requirements are satisfied and commercial risks are acceptable. Involvement in the procurement process, ensuring contractors selected based on their overall competency as well as competency in the scheme itself. Contract management using CEMAR. Regularly report internally and externally on project delivery progress, risks and mitigations, tailoring communications to suit audience.

Adaptable, self-starter who can use initiative to resolve issues, problem solve and has good attention to detail. Excellent communication and negotiation skills, with the ability to build trusted relationships with internal and external stakeholders and negotiate at the highest levels with suppliers. Astute with decision making, comfortable with assessing complex and conflicting information, before acting or advising, with proven experience of making complex, inter-linked decisions to best meet stakeholder needs. Passionate about providing an excellent service, to our customer, colleagues and across the Water Industry. APM Foundation / Project Management Qualified or 5 years minimum project management experience in a regulated industry. Full UK Driving Licence (driver assessment shall be required). Contract management (including NEC), and different procurement options. Previous Project Management experience (ideally with Mechanical / Instrumentation Electrical and Control bias), and able to demonstrate an in depth understanding of project management / delivery management processes, challenges and function. Able to identify potential issues, working with the Programme Manager to implement business improvements. Working with the Programme Manager to provide clarity of delivery timescales, expenditure forecasts and programme / milestone performance. to allow the business to make informed decisions on investment to reduce business risk. Practical understanding of Construction Design and Management (CDM) and NEC Contract Regulations, Health and Safety Regulations, including Lifting Operations and Lifting Equipment Regulations (LOLER) and the Provision and Use of Work Equipment Regulations (PUWER).
