Job summary

Job responsibilities

Responsible for the procurement of Consumables, Services and Works as required under the direction of the Procurement Manager, to achieve the most economically advantageous result at least risk, and consistent with Public Procurement Regulations 2015 and the Procurement Act 2023, Standing Financial Instructions and the operational requirements of Customers. This will include but not limited to:

  • invitation to quote/tender and commercial evaluation
  • negotiations with suppliers and contractors
  • placement of orders and contracts compliant with the Trusts Standing Financial Instructions, Procurement Policy and current legislation.
  • Provide support for tender exercises and collaborative procurement exercises

Delivery of annual work plans, achievement of performance and savings targets.

The annual non‑pay expenditure of the Trusts in the health community over which the Procurement Shared Services (PSS) has influence. PSS provides procurement services to the following Customers:

  • Gloucestershire Hospitals NHS Foundation Trust
  • Gloucestershire Managed Services
  • Gloucestershire Health and Care NHS Foundation Trust

Within PSS, there are 6 Procurement Officers working within the Clinical / Corporate teams. The Procurement Managers role provides day to day supervision and management of the Procurement Officers. Procurement Officers report to a Procurement Manager.

Qualifications – Essential
  • Educated to at least NVQ Level 4 or with the equivalent level of knowledge or experience.
Qualifications – Desirable
  • Qualified to Level 4 Diploma in Procurement and Supply via the Chartered Institute of Purchasing and Supply is desirable or be prepared to study for full professional qualification. This study is supported by the Trust.
Knowledge / Skills – Essential
  • The post holder should possess basic to intermediate levels of competence in the standard range of Microsoft Office applications. Microsoft Word and Excel are particularly relevant.
  • Work as part of a team, working flexibly across the departments and liaising with other team members to cover customer requirements.
  • Communicate effectively with a variety of staff and colleagues throughout the Trusts.
  • Good workload management skills.
  • Good investigation/problem solving skills.
  • Understanding of procurement processes.
  • Good time management skills.

  • Good interpersonal skills with the ability to influence and negotiate where necessary.
