Job description

We are working with a Gloucestershire County Council who are looking for a Procurement Officer to join their team to support and lead tender activity across the Council. You’ll provide expert advice, manage discrete procurement projects, and work closely with commissioners, project leads and suppliers to deliver strong commercial outcomes and maximise social value.

Location: Gloucestershire

Set-up: Hybrid

Rate: £300/day via umbrella inside IR35

Duration: Initially 7-months

Hours: Full-time position

Responsibilities

Responsibilities include:

Provide pragmatic and informed procurement advice to commissioners and clients

  • Use specialist knowledge to support strong commercial outcomes
  • Conduct market and supplier research to inform commissioning and tender strategies
  • Lead or support discrete procurement projects and attend project or review boards
  • Assess and maximise social value through procurement activity
  • Communicate and engage effectively with stakeholders, partners and suppliers
  • Ensure compliance with legal, policy and Council requirements
  • Lead or support tendering activity across service areas
  • Prepare procurement strategies outlining findings and recommended approaches
Requirements
  • Local Government experience required for initial shortlisting, then thereafter at the client’s discretion
  • Experience delivering procurement or commissioning activity, managing tenders, researching markets and developing specification
  • Strong understanding of procurement regulations, contract law, risk management and commercial principles
  • Proven ability to communicate clearly, build relationships, manage stakeholders and work to tight deadlines in complex environments
  • Strong analytical, negotiation and project management skills with the ability to interpret data and produce clear written summaries
