Working hours: 30-37.5 hours per week, on-site 4-5 days a week with travel across the county for site visits and meetings

Main duties and responsibilities

We are seeking an experienced and highly motivated Primary Care Network (PCN) Manager to join our team. The PCN Manager will be responsible for the coordination, management, and strategic development of the PCN, ensuring the effective delivery of healthcare services to patients. This role involves working with healthcare professionals, local organisations, and stakeholders to drive the success of the network and ensure high-quality, patient-centred care.

Primary responsibilities:

  • Leadership and Management: Lead and manage the PCN team, provide guidance and support, foster a collaborative, high-performing environment, and oversee day-to-day operations to ensure efficient services.
  • Strategic Planning: Develop and implement long-term PCN strategies aligned with organisational goals and healthcare policies; continuously improve care delivery models and outcomes.
  • Collaboration: Build strong relationships with local healthcare providers, community organisations, and stakeholders; act as the main point of contact between the PCN and external partners.
  • Project Management: Oversee key PCN projects, ensuring delivery on time, within budget, and compliant with regulations; monitor progress and adjust plans as needed.
  • Quality and Performance Monitoring: Assess and improve service quality, patient safety, and satisfaction; collect and analyse data to inform improvements.
  • Budgeting and Financial Management: Develop and manage the PCN budget; monitor expenditure and ensure financial compliance with policies.
  • Regulatory Compliance: Ensure adherence to healthcare regulations and standards; stay informed on regulatory changes and implement necessary adjustments.
  • Training and Development: Identify training needs, coordinate professional development, and support recruitment, onboarding, and retention.
  • Patient Experience: Improve patient experience through collaboration with clinical and non-clinical teams; gather feedback and implement improvements.
  • Key duties include developing the PCN business plan with the ACD, benchmarking with other PCNs, workforce planning, recruitment and management of staff, delivering DES-compliant services, developing business cases for new services, and coordinating reporting and data collection.

Digital & Transformation Strategic Planning:

  • Lead the development of a strategic plan with robust digital infrastructure.
  • Build relationships with system leaders to influence new models of care.
  • Utilise business intelligence tools to support data-driven decisions.
Person specification

Essential

  • Analytical and IT skills: able to work with complex information, establish data collection/analysis systems, proficient in Microsoft Office and advanced Excel, and manage own IT needs.
  • Communication: excellent verbal and written communication, networking and relationship-building, ability to manage multiple stakeholders’ expectations.
  • Experience: at least 3 years in a management role in the health sector; strong knowledge of financial management, budgeting, project implementation, and people management.

Desirable

  • Excellent presentation skills; experience of partnership working and delivering projects across organisations.
  • Management qualification or equivalent; understanding of NHS national direction and primary care contracts (GMS/DES/LIS/QoF); experience managing both clinical and administrative staff; change management experience.
