Exciting Opportunity for a Parking & Enforcement Manager in North Lincolnshire

An excellent opportunity has arisen for a proactive and experienced Parking & Enforcement Manager to join my client's enforcement and parking services team in North Lincolnshire.

This hands‑on leadership role is ideal for a candidate with a strong background in operational enforcement management, budget oversight, and performance development. You'll be responsible for all aspects of street‑based enforcement (in‑house and contracted), civil enforcement, and Parking Services‑including enforcement for environmental offences such as littering and PSPO breaches.

The main duties of the Parking & Enforcement Manager are
  • Leading day‑to‑day operations across parking and enforcement functions, including budget control, resource deployment, and performance monitoring.
  • Delivering enforcement and compliance services that align with statutory responsibilities and local service standards.
  • Monitoring service quality and driving continuous improvement to ensure value‑for‑money outcomes.
  • Supporting and advising senior management, including responding to complaints and complex operational issues.
  • Leading and participating in operational initiatives, joint operations, and stakeholder engagement activities.
  • Ensuring service policies and procedures are aligned with statutory guidance and evolving best practices.
  • Maintaining a safe working environment, including overseeing incident reporting, investigations, and supporting staff through enforcement actions and court processes.
The Parking & Enforcement Manager will have key experience in
  • Operational leadership within enforcement or regulatory services, preferably in a local authority setting.
  • Managing and developing teams, including coaching and performance management.
  • Working in a customer‑facing enforcement or regulatory role, dealing with public interactions and conflict resolution.
  • Strong understanding of relevant legislation, including the Traffic Management Act 2004, PSPOs, and Environmental Protection Act 1990.
  • Managing budgets and delivering cost‑effective services across multiple operational areas.
  • Working knowledge of enforcement IT systems and general IT literacy.
  • Excellent interpersonal, influencing, and negotiation skills, including partnership working with internal and external stakeholders.
  • A degree or equivalent experience, plus a recognised management qualification or demonstrable leadership experience.
  • Flexibility to work out‑of‑hours and travel across North Lincolnshire as required.
