The Named Nurse for Safeguarding Children will support the Head of Safeguarding to ensure that the Trust fulfils its statutory requirements to safeguard Children and Young People in line with Working Together to Safeguard Children (2023), the Intercollegiate Document for the Roles and competencies for healthcare staff (2019), local and national guidance. As SHSC is primarily an adult Trust there is an expectation that the Named Nurse for Safeguarding Children will also support the Head of Safeguarding and the wider Safeguarding Team to ensure delivery of safe and effective care for adults in line with the Care Act (2014), the Mental Capacity Act (MCA, 2005) (including Deprivation of Liberties Safeguards), Human Rights legislation and the Prevent Duty.

Main duties of the job

The post holder will provide specialist advice and support to Trust staff regarding the safeguarding of children and young people. This includes supporting practitioners in raising safeguarding concerns for all forms of child abuse and neglect including criminal and sexual exploitation, domestic abuse, mental capacity assessments and Deprivation of Liberties Safeguards (DoLS) applications and following relevant age-related safeguarding processes.

  • Support the development and review of Trust children and young people related safeguarding policies and guidance in line with relevant guidance.
  • Support the development, review and delivery of both Child and Adult training packages in line with relevant legislation, Safeguarding Children and Young People: Roles and Competencies for Healthcare Staff 2019 and Adult Safeguarding: Roles and Competencies for Health Care Staff 2018.
  • Deliver specialist child safeguarding supervision to relevant others within the Trust and support delivery of the wider Safeguarding Supervision Policy.
  • Involve in performance monitoring, internal and external reporting and assurance, and the management of data collection systems relating to safeguarding children and young peoples processes and multi-agency decision making.

The role will also include:

  • Providing advice, support and training to ensure the Trust is compliant with the requirements of the Working Together to Safeguarding Children (2023), Care Act (2014), Mental Capacity Act 2005 and Deprivation of Liberty Safeguards, Prevent Duty and relevant legislation.
  • Co-ordinating responses to notifications of Rapid Reviews, Child Safeguarding Practice Reviews, Safeguarding Adult Reviews and Domestic Homicide Reviews; scoping records, preparing chronologies, writing internal management reviews, analysis of practice, and action plans.
  • Participating in Child Death Overview Panel (CDOP) and Multi-Agency Pregnancy Liaison and Assessment Group (MAPLAG) processes.
  • Working with the Patient Safety Specialist to support internal investigations under the PSIRF framework and ensuring lessons learned are embedded across Trust services.
  • Producing investigation reports for submission to Trust Groups/Committees and Integrated Care Board (ICB) Scrutiny Panels.
  • Providing performance data related to safeguarding for children and young people (e.g., referrals, conferences, supervision, training).
  • Leading or supporting S42 investigations into clinical and safeguarding incidents as required.
  • Taking the lead for specialist areas (e.g., Female Genital Mutilation, Child Sexual/Criminal Exploitation) as required.

Service and Policy Development:

  • Collaborate with the Head of Safeguarding, Named Doctor and Named Professional for Adult Safeguarding to ensure an all-age approach to safeguarding across the organisation.
  • Support implementation and leadership of safeguarding projects and the review/development of safeguarding policies and standards.
  • Coordinate safeguarding case conferences and meetings and assist in developing robust safeguarding policies, guidelines and standards updated to reflect best practice.
  • Receive reports of safeguarding incidents/risks and communicate to health care practitioners, ensuring understanding and continued capability to respond.
  • Attend Sheffield Childrens Safeguarding Partnership subgroups and deputise as required at partnership meetings.

Education and Training:

  • Deliver/co-deliver multi-agency safeguarding children level 3 training alongside SCSP and Domestic Abuse Services.
  • Deliver Trust induction, refresher and safeguarding adults training including MCA, DoLS, Domestic Abuse, FGM and Prevent as required.
  • Develop and maintain accessible Trust policies and procedures; audit compliance and implement changes as necessary.
  • Collaborate with Education, Development and Training to evaluate training effectiveness and maintain compliance.
  • Demonstrate high-level teaching and IT skills to support delivery of training programs.

Knowledge and Skills:

  • Maintain up-to-date knowledge and undertake training in line with Trust policy and NMC guidance.
  • Engage in professional development as part of Trust appraisal processes.
  • Demonstrate advanced clinical supervision skills to provide supervision to co-owners and safeguarding supervision one-to-one.
Job responsibilities

The Named Nurse Safeguarding Children will hold the following responsibilities:

  • Clinical: Provide highly specialised advice, support and supervision to Trust Practitioners on safeguarding children and young people, including raising concerns, engaging in safeguarding processes, providing court reports and reports for conferences.
  • Provide advice, support and supervision to Trust staff on safeguarding adults at risk, including raising concerns and engaging in safeguarding processes.
  • Advocate for children, young people and families using Think Family approaches across all services.
  • Support compliance with CQC standards and conduct robust risk assessment, care planning and decision making in line with policy.
  • Co-ordinate multi-agency working and information sharing with colleagues from Sheffield Children Safeguarding Partnership and partner agencies.
  • Lead on specialist safeguarding areas as required (e.g., FGM, Child Sexual/Criminal Exploitation).

Non-clinical / Cross-cutting:

  • Coordinate and respond to safeguarding notifications; prepare chronologies, internal reviews and action plans.
  • Support monitoring and reporting of safeguarding metrics and prepare reports for governance bodies.
  • Contribute to policy development and safeguarding governance as part of the Safeguarding Team.
