Job description
Mechanical Building Services Design Engineer (Higher Professional Technical Officer)

Property Services Division’s role is to provide a range of high quality, professional property and hard facilities management services. The work includes planning and organising the routine maintenance of mechanical and electrical systems within public buildings, investigating faults, arranging repairs and designing and delivering construction projects up to a value of £500,000. These services are delivered to NICS and ALBs in accordance with NIPPP and other relevant guidance. The Division comprises of 90 professional and technical from various construction related disciplines, across the following branches. Multi-Disciplinary Team 1 including the Asbestos Unit Multi-Disciplinary Team 2 including the Building Energy Management Unit Multi-Disciplinary Team 3 including the Fire Safety Unit and Supplies and Stores Property Maintenance Team Quantity Surveying Team Quality, Customer and Business Operations

Responsibilities
  • The management, direction & supervision of mechanical related PPM services in a wide range of public sector properties including the management and allocation of work.
  • The delivery of remedial and other projects associated with mechanical PPM services and planned maintenance projects.
  • Monitor, assess and report on the quality of contractor service delivery by various means including on-site inspections, reviewing contractual Key Performance Indicators (KPIs), consultation with clients, etc.
  • Review and update asset database, adding and removing clients, properties and services as required.
  • Directing and supervising contractors in undertaking works.
  • Advising clients on a variety of mechanical related issues including planned preventative maintenance and sustainable development.
  • Liaising with other professional and technical staff in the division and with client representatives to effectively maintain the client’s property estate to ensure satisfactory use for intended purpose and value for money.
  • Providing assistance and guidance to clients to aid them in ensuring compliance with relevant industry standards, legislation and associated regulations.
  • Maintaining branch performance and client delivery in compliance with all statutory, health and safety, policy, good practice requirements and associated guidance.
  • Compliance with public sector procurement policy.
  • The production of feasibility reports, designs and contract managing minor works, reactive and remedial projects.
  • Maintaining and continuously developing professional knowledge and competence to provide a leading source of expertise and authoritative advice and ensure high professional standards and decision making.
  • Creating, maintaining and enhancing effective working relationships.
  • Contributing to NICS reform and contributing towards business improvement activities where appropriate.
  • Any other relevant duties as required by line management.
Skills and Qualifications
  • A Level 4 qualification in Mechanical Engineering or Building Services Engineering.
    • A minimum of 3 years’ experience, in the delivery of mechanical maintenance works in a diverse and complex maintenance environment including one of the following areas:
    • Management & supervision of planned, preventative maintenance works, and related remedial projects or Production of associated mechanical design.
  • A Level 5 qualification in Mechanical Engineering or Building Services Engineering.
    • A minimum of 2 years’ experience, in the delivery of mechanical maintenance works in a diverse and complex maintenance environment including one of the following areas:
    • The management & supervision of planned, preventative maintenance works, and related remedial projects or the production of associated mechanical design.
  • A degree or equivalent Level 6 qualification in Mechanical Engineering or Building Services Engineering.
    • A minimum of 1 year’s experience, in the delivery of mechanical maintenance works in a diverse and complex maintenance environment including one of the following areas:
    • The management & supervision of planned, preventative maintenance works, and related remedial projects or the production of associated mechanical design.
  • Access to a form of transport so that the post holder can meet the full requirements of the post. Note that this includes regular visits to a wide range of sites sometimes several sites in one day.
