Inspection Team Leader

Salary: £45,624 - £52,038 per annum

Grade: F

Contract Type: Permanent

Working Hours: 37 Hours Per Week

About the Department

The Selective Licensing Team is part of the Private Housing Service within Community Protection & Enforcement Services at Thurrock Council. Our mission is to ensure that private rented housing across the borough is safe, well‑managed and compliant with legal standards. We work collaboratively with landlords, tenants and partner agencies to improve housing conditions and safeguard residents.

About the Role
  • Lead a team of inspection officers, offering guidance, support, supervision and quality assurance.
  • Oversee licence applications, complex cases and enforcement activity (notices, civil penalties, RROs, banning orders, etc.).
  • Review property inspections, complaints and casework to ensure reports and decisions are robust.
  • Deputise for the service manager if required; report on performance and outcomes to senior management.
  • Ensure the team responds to legislative changes and best practice.
  • Engage with landlords, agents, tenants, solicitors/legal bodies to resolve disputes, promote compliance and support landlord forums.
What We're Looking For
  • Proven experience in housing enforcement, property inspection or environmental health.
  • A good understanding of the Housing Act 2004, particularly Part 14, and related legislation such as the ASB Crime and Policing Act 2014 and Environmental Protection Act 1990.
  • Completed Housing Health Safety Rating System certificate.
  • Experience of managing or supervising staff with a focus on performance and professional development.
  • Strong written and verbal communication skills with the ability to handle challenging conversations professionally.
  • The ability to interpret housing standards and regulatory requirements accurately.
  • A commitment to improving housing quality and protecting residents from poor housing conditions.

DBS Check: Standard

Essential Qualifications: Certificate in Housing Health Safety Rating System

Full Driving Licence that is valid in the UK and access to a vehicle.
