Job description

Job Title: HSQE Advisor – Water, Energy & Rail

Location: Leeds, Yorkshire

Reports to: HSQE Manager

Contract Type: Permanent

Salary: £50,000 – £65,000 per annum plus car/car allowance & benefits

Job Purpose:

To provide professional support and guidance in all aspects of Health, Safety, Quality, and Environmental (HSQE) compliance across the Water, Energy, and Rail sectors. The HSQE Advisor will ensure that company operations meet legal and regulatory requirements, client expectations, and internal standards, while driving continuous improvement in HSQE performance across multiple infrastructure projects.

Key Responsibilities:

  • Provide proactive HSQE support across operational sites and projects within the water, energy, and rail sectors.
  • Conduct regular site inspections, audits, and risk assessments, ensuring compliance with relevant legislation and industry standards (e.g., CDM 2015, ISO 45001, ISO 14001, ISO 9001, NR/L2/OHS/00120).
  • Support the development and implementation of HSQE policies, procedures, and safe systems of work.
  • Advise project teams on hazard identification, risk mitigation, and incident prevention strategies.
  • Lead and support investigations into accidents, incidents, and near misses, ensuring root causes are identified and corrective actions are implemented.
  • Deliver inductions, toolbox talks, and HSQE training to employees and subcontractors.
  • Monitor and report on HSQE performance metrics, identifying trends and opportunities for improvement.
  • Assist with preparation for and participation in audits (client, internal, external, regulatory).
  • Liaise with external stakeholders including clients, subcontractors, regulators, and accreditation bodies.
  • Promote a strong HSQE culture and behavioural safety initiatives throughout the organisation.

Qualifications & Experience:

Essential:

  • NEBOSH General Certificate (or equivalent).
  • Proven experience in a similar HSQE role within the infrastructure sector (ideally in water, energy, or rail).
  • Strong working knowledge of UK HSQE legislation and standards.
  • Experience conducting site inspections and audits.
  • Full UK driving licence.

Desirable:

  • NEBOSH Construction Certificate or Diploma.
  • PTS (Personal Track Safety) qualification.
  • Environmental qualification (e.g. IEMA Certificate).
  • Internal Auditor qualification (e.g. ISO 45001 / 14001 / 9001).
  • Experience with RISQS and industry-specific accreditation schemes.
