Overview
This is an exciting opportunity to provide strategic HR partnering to senior leaders in HM Prisons and Probation (HMPPS). The role sits within the HR Business Partner (HMPPS) Team, the front‑facing arm of the People & Capability Function supporting a number of business units across HMPPS.
Responsibilities
- Partner Governors and senior leaders within the Prison Service and the Probation Service to align people priorities with business objectives.
- Provide strategic input on HR topics and help leaders develop effective people solutions.
- Coach leaders on how to manage people issues and drive the people agenda effectively.
- Facilitate access to the right services to deliver relevant people initiatives.
- Lead change management through organisational reorganisation, restructures and redeployment.
- Support workforce planning, resourcing and retention initiatives across national and regional operations.
- Develop line manager and leadership capability through centrally run learning interventions.
- Drive performance, performance management and employee engagement activities using data from the Civil Service People Survey and other workforce metrics.
- Champion inclusion and well‑being initiatives across the delivery area.
Qualifications
- Qualified or aspiring HR professional with a generalist knowledge base.
- Experience delivering HR plans, people management and supporting others to optimise staff performance.
- Strong analytical skills, ability to apply data and analytics to business delivery.
- Excellent communication skills, both verbal and written.
- Experience in a large government organisation, understanding of civil service recruitment principles.
- Experience of delivering in a HR team, supported by knowledge of how to deliver people solutions effectively.
- Ability to build and manage senior stakeholder relationships and deliver high quality output.

Working Hours
The Ministry of Justice offers a flexible working system; standard full time working hours are 37 hours per week. MoJ welcomes part‑time, flexible and job‑sharing working patterns where they meet the demands of the role and business needs.
