Health Coordinator for Families First Partnership

The Families First for Children Pathfinder (FFP) was announced in February 2023 as part of the government's children's social care implementation strategy, Stable homes, built on love. In March 2025, the Families First Partnership Programme Guide was published outlining the delivery expectations for safeguarding partners in England in the implementation of family help, multiagency child protection reforms and making greater use of family group decision making. Health is a key partner in the implementation of this reform and therefore the post holder will play a pivotal role in driving this forward across the health system.

Main duties of the job

The post holder will be responsible for the delivery of the expected functions of the lead health role within the Families First Implementation Team working with the Designated Nurses for Safeguarding Children and key stakeholders to provide expert advice, action and coordination to promote the effective safeguarding of children and young people and their families across Shropshire Telford and Wrekin, ensuring the ICBs and provider trusts are complaint with the Families First Partnership (FFP) Programme requirements as per programme guide, Working Together to Safeguard Children (2023), Children's Social Care Framework (2023) and any subsequent changes in legislation or statutory guidance.

The postholder is an expert practitioner in all aspects of safeguarding children. The post holder will work within a supportive team and will report to the Designated Nurses for Safeguarding Children, Local Authority colleagues and key stakeholders involved in the implementation of FFP.

Job responsibilities

Work with the Designated Nurses for Safeguarding Children, FFP leads and health partners to implement and embed systems to deliver high quality person-centred care with compassion, dignity and respect with good health outcomes.

Facilitate effective multi-disciplinary team working at service level, setting clear and measurable improvement outcomes.

Expert health advisor within the FFP project, to share progress with the Designated Nurse for Safeguarding Children who will liaise with NHSE to support with the roll out of the project across the country and to DfE.

Work with the Designated Nurses on the coordination of the funding provided from the FFP project for health for any additional posts required. As the project and model is in place there may be the need to support the development of business cases to access funding within organisations/commissioning.

Develop and promote a positive culture within all health organisations to enable continuous quality and service improvement.

Supporting the Designated Nurses for Safeguarding Children to write exception reporting and briefing papers.

Support the effective management of patient pathways through all the health organisations involved ensuring safety and best patient experience is upper most in all decision making.

Ensure that everyone within sphere of delivery is treated with dignity and humanity, understanding individual needs, showing compassion and sensitivity, and provide care in a way that respects all people equally.

Provide line management (including annual performance development reviews) to a small group of staff who have a dedicated role in FFP within the ICB if required.

Be responsible for the oversight and management of developing the new additional roles as required. The coordinator will work with the Designated Nurses for Safeguarding Children in getting these in place and supporting with carrying out the necessary HR processes and procedures.

Act as a line manager for the new additional posts as part of the FFP model and be responsible for recruitment, career development, performance and work evaluation.

Act as a positive role model, creating a supportive ethos to empower staff to contribute to the delivery of excellent person-centred care.

To provide consultation, support and professional advice on health matters and act as a specialist health resource for clinical, non‑clinical health care staff and multi‑agency partners, always working with the post holder’s competency, seeking further support when required.

Take action to address poor patient experience identified through trend analysis/complaints and report outcomes to the associated health agency.

Work with the health leads in aligning IT systems and developing new health documentation and information sharing policies and procedures as part of the implementation of FFP.

Lead on developing, implementing and evaluating FFP and health systems and processes including providing feedback on any implementation issues as they arise.

Lead a culture of continuous quality improvement through use of audit, patient feedback and reflection by self and within the health services.

Lead and be involved in service redesign across all areas, analysing performance and identifying areas of collaborative working.

Lead in the redesign and planning for FFP across all health organisations involved in the model.

Develop and implement an effective workforce plan to support service delivery and quality standards.

Contribute to the review and development of roles ensuring they add value to the child and family's pathway.

Understand the practicalities of information sharing and seeking between and within agencies and how this can support effective decision making.

To lead from a health perspective on development of any Information Governance processes.

Ensure dissemination of knowledge and implementation of plans related to the organisations quality and safety agenda, supporting the preventing harm campaign.

Demonstrate by self and through designated service areas compliance to the pledges of the NHS Constitution.

Implement agreed systems to identify opportunities for learning and sharing good practice.

Lead on the development of necessary health policy development and improvement actions.

Take a corporate lead for defined projects or pieces of work within the FFP reforms.

Contribute to the delivery of the health economies strategic objectives across the health partner agencies.

Support commissioned services and primary care in developing and updating safeguarding policies and procedures in line with appropriate legislation, local and national guidance.
