Responsibilities
- Lead and oversee the development and implementation of programmes and services to ensure services meet the needs of Islanders.
- Accountable for providing specialist advice on commissioning and partnership management at key leadership forums.
- Act as a specialist technical adviser on commissioning, contract management, legislation, regulation and policy to underpin commissioned services.
- Analyse opportunities for Health and Community Services and partner agencies to develop a coordinated approach to services for the population of Jersey.
- Brief senior stakeholders with data and analysis to inform priority, policy and resource allocation decisions.
- Lead contract discussions with senior stakeholders to procure and deliver services on agreed time, cost and quality.
- Monitor and review performance standards against agreed contract objectives to ensure delivery of departmental and government‑wide objectives.
- Manage the significant commissioning budget for contract management, providing technical advice to support senior stakeholders across the health and care system.
- Coach external stakeholders and care group heads to develop contractual management and commissioning capabilities.
- Shape the strategic commissioning framework for Health and Community Services to ensure consistency of delivery.
Qualifications and Experience
- Recent experience in commissioning, service redesign, transformation or contracts management for health and care services, ideally with a clinical or care commissioning background.
- Significant operational experience running large numbers of complex service delivery projects.
- Experience of developing and managing budgets.
- Demonstrable negotiation and influencing skills.
- Leading the development and delivery of strategy.
- Project/programme/change management experience.
- Building and maintaining stakeholder/ partnership relationships with a focus on delivery.
- Working with politicians and proven political acumen to progress service plans, strategies and outcomes.
- Postgraduate qualification in public sector/social policy or equivalent.
- Senior level experience in specialist commissioning.
- Relevant qualification such as PRINCE 2 or commissioning certification.
