Job Summary

The Trust has a diverse Estates portfolio, ranging from the RAAC in Hinchingbrooke Hospital, which is part of the New Hospital Programme (NHP), to the PFI asset at Peterborough City Hospital and retained estate on the Peterborough Site and Stamford and Rutland Hospital. The division is working more collaboratively across these portfolios by developing a simple vision of focusing all our services around the patient while maintaining high financial accountability. Assurance and compliance are the underpinning governance philosophies of all our services, and this role will support the Director of Estates and Facilities in providing that assurance to our community and Board.

This is an exciting time to join us as we shape the next generation of services, supporting the design and compliance of assets for the NHP through operational estate and capital project leadership. The post holder will oversee engineering and infrastructure activities, including fire safety, across all Trust sites, prioritise patient safety, quality and experience, and lead capital projects and backlog programmes in line with senior leadership expectations.

Job Responsibilities
  • Provide professional engineering expertise for sites to estates staff, directors, senior management and external agencies.
  • Lead the Capital Projects function, overseeing planning and delivery of system‑capital projects with partners.
  • Deputise for the Director of Estates and Facilities as required.
  • Manage performance of external engineering contracts, building an effective responsive supply chain of innovative suppliers.
  • Direct technical and estates management through directly employed staff and partner/contractor organisations, ensuring projects and maintenance comply with Health and Safety, NWAFT standards and processes.
  • Collaborate with finance colleagues to support the Cambridgeshire and Peterborough Infrastructure Strategy.
  • Provide structure and process for effective interface with all project activities, ensuring proper communication, safety arrangements and operating procedures.
  • Lead and direct major incidents affecting engineering or infrastructure, taking control if necessary.
  • Produce regular reports to provide organisational and executive assurance around compliance and safety.
Person Specification
  • Qualifications
    • Educated to Masters level or equivalent experience
    • Corporate/full membership of I Mech E, IEE, CIBSE or IHEEM
    • Chartered status with significant experience in a Construction/Property/Engineering discipline (e.g., CIOB, RICS, ARB, I Mech)
    • Better Business Cases Foundation
  • Desirable Qualifications
    • Better Business Cases Practitioner
    • Formal H&S qualification (e.g., IOSH or NEBOSH)
  • Knowledge
    • Analyse complex problems and develop practical solutions
    • Understand design and contractual processes and building procurement methods
