Positive Employment is currently recruiting for a Commercial Specialist for our client a government organisation in Wales. The successful post holder will be operating within a category management structure, providing comprehensive, professional, project focussed commercial advice and practical support, across the whole Commercial Lifecycle. Supporting all service directorates in order that the organisation's Procurement Strategy is implemented in a consistent manner across the organisation. They will be tenacious, high performing professional commercial specialist, that applies commercial expertise and effective relationship management to drive commercial improvement across all elements of the Commercial Lifecycle. This role is a temporary contract initially for 3 months with the possibility to extend. this is fully remote working.
Duties and Responsibilities
- Provide professional commercial expertise to support Category Leads and the Professional Lead-Procurement and Commercial Services, in delivering sound, authoritative commercial advice and practical support to the organisation, its Committees and Services.
- Ensure that UK Procurement Regulations and the organisation's corporate standards and policies applicable to procurement are adhered to, with a view to delivering the required outcomes, to the required standard of quality, within the specified constraints of time and cost.
- Prepare tender documentation in consultation with Service Directorates appropriate to the service requirement (for goods works and services) and market conditions following a structured commercial options appraisal and having regard to service specific legal requirements.
- Lead on and deliver on procurement tender projects for goods, services and works in a responsive corporate basis as directed by the Category Lead and Professional Lead-Procurement and Commercial Services. Including evaluating tenders utilising price: qualitymatrices, and other tools, and make appropriate recommendations to services and senior officers on contract award decisions.
- Support service areas on the management of contracts in accordance with the organisation's Contract Management Framework.
- Support the Category Lead to identify, compile and report data, and other information, in order to analyse relevant markets and category spend to develop and execute agreed Category(wide) Strategies, specific Commercial Strategies and Sourcing Plans, ensuring they consider objectives to maximise value for money, increase local contract spend and also reduce CO2e emissions across the organisation's supply chain.
- Monitor the use and maintenance of designated e-procurement systems, including negotiation or renegotiate contract re-lets as appropriate.
- Provide assistance as required to the Category Leads and Professional Lead, Procurement and Commercial Services in the operation of the Commercial Services function in order to optimise resources, including leading on specific category projects and cross cutting activities such as systems and processes, information and intelligence improvement and commercial training and skills development.
- Assist in the monitoring and maintenance of designated procurement systems in order to negotiate or renegotiate contract re-lets as appropriate.
Personal Requirements
- Relevant experience in procurement either in the public or private sector dealing with sourcing of goods and services, tendering and tender analysis, operation of supply contracts.
- Experience negotiating and placing Contracts.
- Experience and/or a demonstrable understanding of the principles and technologies of procurement.
- Knowledge and practical experience in the letting and management of goods, services and works contracts.
- Working knowledge of Contract Law, UK Procurement Directives (desirable).
- Degree in a related subject or demonstrable equivalent experience.
- Willingness to work towards full CIPS (or equivalent professional body) qualification.
- CIPS (or equivalent) qualification at least to level 6 or demonstrable equivalent experience.
- Project management skills (Desirable).
- Ability to speak Welsh (Desirable).
Working Hours
37 hrs / 9:00am - 17:00pm / Monday - Friday
Pay
£27.57 per hr
